National Bioethics Advisory Commission (NBAC), intends to fund
follow-on work to be performed by Dr. Andrew Siegel, 13 W. Mount Vernon
Pl., Baltimore, MD 21201 for additional effort in providing the NBAC
substantive and procedural analyses on NBAC reports on ethical and
legal issues in international research, on research uses of human
biological materials, and on research involving persons with mental
disorders that may affect decision-making capacity. The NBAC is a
presidential national commission which is administratively supported by
NIH. The Commission was established in October 1995 by Executive Order,
and is currently authorized until October 3, 1999. NBAC provides
advice, consults with, and makes recommendations to the National
Science and Technology Council, other appropriate government entities
and the President. NBAC also disseminates its recommendation to the
public. The Commission consists of non-Federal members, all of whom are
appointed by the President. The Commission's staff conducts, analyses
and develops reports and recommendations for deliberation and use by
the Commission. The staff office includes researchers, administrative
personnel, contractors, experts, and consultants. NBAC's current
research agenda includes analyzing and developing recommendations on
research involving human subjects with mental disorders that affect
decision making capacity, and on issues in the storage and research
utilization of human biological materials. Other issues of immediate
interest include international bioethics issues, the current Federal
oversight systems of research on human subjects, and an assessment and
reevaluation of bioethical principles and guidelines set forth in the
seminal Belmont Report of the earlier National Commission. NBAC is
also charged with assessing ethical and legal issues arising from the
use of genetic information, not limited to gene patenting. In
accordance with its research plan, it will report on these subjects.
Dr. Siegel has comprehensive analytical experience in social theory and
law; ethics; jurisprudence; contemporary moral issues; law, medicine,
ethics; and bioethics. He has been a legislative fellow to the Labor
and Human Resources Committee under Senator Kennedy with assignments in
human cloning, privacy issues, and allocation of health care resources.
He was also a staff attorney for the Task Force on genetic Testing of
the National Institutes of Health, Department of Energy Working Group
on the Ethical, Legal, and Social Issues (ELSI) of the Human Genome
Project. He has published on issues of moral, legal, and political
philosophy. In addition, he has given lectures on bioethics and the
Supreme Court, issues in international bioethics including law and
mental health, constitutional interpretation, physician-assisted
suicide, and concepts of responsibility in criminal law. The Committee
requests the reports be prepared by November 30, 1998. It requires the
legal and philosophical analyses within the time frames indicated to be
able to produce its reports and recommendations to the President and
the National Science and Technology Council in a timely fashion. Based
upon his unique expertise and experience, Dr. Siegel is the only
person who can complete these deliverables as indicated within the
