SSCCONTRACTS@nrlssc.navy.mil. The Space Sciences Division of the Naval
Research Laboratory has a requirement for research and development
efforts directed toward the design, development, performance, analysis
and documentation of Space Science projects and experiments which may
include, but may not be limited to, designing, creating, fabricating,
integrating, testing, operating and documenting sophisticated software
related to the Synthetic Scene Generation Model (SSGM) currently being
developed for the Ballistic Missile Defense Organization (BMDO).
General efforts required under this solicitation will include (a)
identification, access, use and packaging of BMDO data for specific
systems engineering applications, (b) development of analysis tools
targeted to BMDO system issues, (c) exploitation of standard modeling
assets to support on-line analysis, (d) analysis and evaluation of
models and simulations,(e) verification and validation activities, and
(f) participation in documented studies, technical presentations,
publications, and authoritative assessments and evaluations. Specific
Tasking Areas included under this solicitation are: (a) Infrastructure
-- which will include code maintenance, configuration and release
management, user support, and customer meetings and coordination; (b)
Phenomenology Upgrades and Initiatives, which will include expansion
and enhancement of the current phenomenology models and databases; (c)
Application Enhancement, which will require efforts toward improving
and expanding the utility of the SSGM software to meet user
requirements and enhance its ease-of-use; (d) Measurement Assimilation,
which will include incorporating target and background measurements to
validate models, improve output fidelity, and sustain relevance to the
phenomenology community; and (e) Architecture Evolution, which will
include evolving the basic architecture of the SSGM code to achieve
greater efficiency in its development process, improving fidelity in
products, and enhancing speed. A detailed statement of work, personnel
requirements, and contract data requirements will be included in the
solicitation file. The anticipated period of performance for any
resulting contract will be five years. This solicitation is 100%
set-aside for small businesses. NRL uses Electronic Commerce (EC) to
issue RFPs and amendments to RFPs. This solicitation and any amendments
to it will be available via the Internet approximately fifteen (15)
