July 8, 1998 and modifications dated July 8, 1998 (Solicitation Number
220459) and July 9, 1998 (Solicitation Number 221352) for a complete
description of this project. The purpose of this modification is to
respond to questions regarding this project from responders and
prospective responders. Also attached is a list of all those who
requested the RFA package. 1. Any prospective offeror desiring an
explanation or interpretation of the solicitation must request it in
writing by Close of Business (5:00 p.m., Eastern Daylight Savings Time)
on August 21, 1998. Any information given to a prospective offeror
concerning a solicitation will be furnished promptly to all other
prospective offerors as an amendment of the Request for Assistance, if
such information is necessary in submitting offers, or if the lack of
it would be prejudicial to any other prospective offeror. 2. Following
distribution of the RFA several inquiries were received and responses
provided. These are provided below as information for other
respondents. Q1: What is the closing date? A1: The closing date for
submittal of applications is September 9, 1998 by Close of Business
(5:00 p.m. Daylight Savings Time). Q2: Are the topics fixed? A2: The
specific combination(s) of toxic(s)-source material(s)-pollution
prevention measure(s) that will be considered acceptable have not been
pre-selected. On the other hand, not every combination would be
considered responsive, since pollution prevention options are limited
to those categories cited in the Research Objectives section in the
RFA. Q3: In fact I wanted to specifically address the issue of run-off
of deicers at the airport? A3: Runoff of deicers at the airport is
potentially within the scope of the solicitation. Whether a proposal on
runoff of de-icers at the airport is finally determined to be within
the scope of the RFA depends in part on the description and
justification provided by the applicants in response to the
requirements in the RFA. Q4: The idea is to design safe de-icers that
are biodegradable. Can we apply for this topic under this solicitation?
A4: You certainly can apply, but whether it would be wise to do so
depends on what you mean by "design." If the proposal will contain a
strong case that you will be able to successfully and quickly design
and produce the product and then use the bulk of the project resources
to do technical and economic evaluations of product substitution as a
pollution prevention alternative, this would be predominantly a
product substitution project, which is within the stated objectives of
the RFA. If the ability to develop the product is questionable, or it
will take most of the project time and funds to design and develop the
product, this would be primarily a product development project that
would not be within the stated objectives of the RFA. Q5: Is the
$244,000 support that EPA envisions a per year figure, or a total for
the three year project period? A5: As stated in Section 5.0 of the RFA
..."EPA estimates that its share of the budget is $ 244,000." This is
EPA's planned total contribution to the project. Q6: We are interested
in talking with other potential submitters about possible collaborative
work. Do you have any specific contact names you could share with us of
others who have expressed interest in this project? A6: The names and
addresses of non-EPA personnel/organizations to whom the RFA was
