SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB860132 IS
BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED
ACQUISITION PROCEDURES. Incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. This acquisition
is set aside 100% for small business. The SIC code is 3829 and the
related small business size standard is 500 employees. The National
Institute of Standards and Technology's (NIST's) Chemical Science and
Technology Laboratory has a requirement for a Scientific Grade 1 Charge
Coupled Device (CCD) Camera System which will be used to measure the
rotational and vibrational Raman scattering spectra of gases in a
chemical vapor deposition reactor. The ContractLine Item Number (CLIN),
quantity, and unit issue are as follows: CLIN 0001, CCD Camera System
(as described in the technical specifications below), one (1) each. The
following are the technical specifications of the equipment: A)
DETECTOR HEAD: 1) All metal, hard vacuum-sealed detector head with
single quartz window; 2) Back-Illuminated, grade 1 chip; 3) UV
anti-reflection coating; 4) Thermo-electric cooling; 5) Minimum
achievable operating temperatures: a) with 20 degrees C air cooling:
less than or equal to -75 degrees C; b) with 10 degrees C water
cooling: less than or equal to -90 degrees C; 6) Pixel Format: greater
than or equal to 2048 by greater than or equal to 512; 7) Pixel
Dimensions: less than or equal to 13.5 by less than or equal to 13.5
microns (square); 8) Typical Pixel Well Depth: greater than or equal to
150,000 electrons; 9) Readout Register Well Depth: greater than or
equal to 600,000 electrons; 10) Typical Sensor Readout Noise: less than
or equal to 2 electrons at 20 kHz and less than orequal to 6 electrons
at 1 MHz; 11) Dynamic Range: greater than or equal to 16 bits at 1
MHz; 12) Dark Current at -70 degrees C: less than or equal to 0.03
electrons per pixel per second; 13) Quantum Efficiency at 300 K: a)
greater than or equal to 50 % at 300 nm; b) greater than or equal to 70
% at 350 nm; c) greater than or equal to 80 % at 400 nm; d) greater
than or equal to 80 % at 450 nm; e) greater than or equal to 80 % at
500 nm; f) greater than or equal to 80 % at 550 nm; g) greater than or
equal to 75 % at 650 nm; h) greater than or equal to 65 % at 750 nm.
B) CONTROLLER: 1) Single ISA or PCI buss PC controller card (no
external box/supply); 2) dual 16 bit A/D converters with software
selectable readout rates up to and including 1 MHz; 3) Multiple TTL I/O
connections from DB25 connector. C) SOFTWARE: 1) Spectroscopic and
imaging data acquisition compatible with Windows '95; 2) LabView and
Windows '95 .DLL drivers; 3) Automatic variable delay for data
acquisition; 4) Software selectable internal and external triggering
capabilities. The vendor shall deliver all line items FOB Destination
to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899.
Desired delivery time is 4 weeks from date of award. Required delivery
time is 8 weeks from date of award. The provisions at 52.212-1,
Instructions to Offerors-Commercial Items, applies to this acquisition.
The provision at 52.212-2, Evaluation-Commercial Items applies to this
acquisition. The Government will award a purchase order resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price
and other factors considered. The following factors in descending order
of importance shall be used to evaluate offers: 1) Technical Capability
to Meet the Government's Needs; 2) Past Performance; and Price.
Technical and past performance when combined, are significantly more
important than price. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items applies to this acquisition. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition,
including subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36,
(9) 52.222-37, (10) 52.225-3, and Department of Commerce Agency-Level
Protest Procedures Level Above the Contracting Officer, which can be
downloaded from the NIST Web Page located at

submit the following: 1) Three (3) copies of quotation which addresses
CLIN 0001; 2) Technical description and/or product literature; 3)
Description of commercial warranty; 4) Two (2) copies of the most
recently published price list(s); 5) A list of three contracts
completed during the past three years for similar equipment with the
following information: name of contracting activity, contract number,
contract type, total contract value, contracting office and telephone
number, and program manager and telephone number; and 6) A completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items which may be downloaded from
