This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is S-LC98058 for the request for proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-05. This procurement is being issued unrestricted. This will be a brand name or equal solicitation for delivery and installation of (3) STEENBECKS MDL. ST-1401C, 35MM-4 PLATE EDITORS or equal. The equipment must be new equipment only; used or reconditioned equipment will not be accepted, and must meet or exceed the following salient characteristics: 4 plate, 35mm drive system, 1 screen; 650 meter plates; rear projection system, standard picture and cinemascope selectable, with composite optical sound head; drive sprockets located at picture head to provide for improved steadiness and on both sides of sound heads, in order to reduce wow and flutter distortions; projection area (standard)- 212mm x 288mm; Cinemascope -- 212mm x 500mm; optical sound track and perforation areas visible on screen; electronic speed controls with both forward and reverse, adjustable from 0 to 100 frames per second (FPS); sync locked speeds at 24 & 25 FPS; screen brightness of 170 LUX minimum, sharpness of no less that 80 lines mm (picture); heat absorbing filter and auto dimming for stationary operation; sound amplifier with 30w output, 3-way speaker, flat frequency response, separate bass and treble control; wheels to allow for easy transport; dust cover; electronic footage counter. Standard commercial warranty is required. DELIVERY AND INSTALLATION AT The Library of Congress, Motion Picture Conservation Center, Attn: Ken Weissman, MPPL, Building 682, 2876 Q Street, Wright-Patterson AFB, Ohio 45433-7900, SHALL BE NO LATER THAN 120 DAYS AFTER RECEIPT OF CONTRACT. FAR 52.212-1, Instruction to Offerors Commercial Items (AUG 1998) is incorporated by reference and applies to this acquisition. The provision at 52.212-2, Evaluation -- Commerical Items (OCT 1997) does not apply to this acquisition. An award shall made to that responsible offeror submitting a technically acceptable proposal and offering the lowest evaluated price. Price shall be the deciding factor among the technically acceptable proposals. To be technically acceptable, the offeror's technical proposal must be evaluated as technically acceptable for the requirements listed above. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this provision. Award will be made without discussions with evaluation and determination as to equality of the product the responsibility of the Government. Therefore, it is incumbent upon the offeror to submit its best terms and sufficient technical support (e.g., technical literature, descriptive brochures, documentation, drawings, etc.), to clearly show that all salient characteristics are met by the product(s) proposed. Proposals must: 1) include the manufacturer's brand, make, and model/part number; 2) price FOB Destination to the Motion Picture Conservation Center at the address indicated above, 3) the proposed delivery schedule and the discount/payment terms and 4) a copy of their commercial warranty with duration. The purchasing activity is not responsible for locating or securing any information which is not identified in the proposal and reasonably available to the purchasing activity. Each offeror shall also include a completed copy of the provisions FAR 52.212-3 Offeror Representation and Certifications -- Commercial Items (JAN 1997) with their proposal. FAR 52-212-4, Contract Terms and Conditions Required to Implement Statutes of Executive Orders -- Commercial Items applies. Offerors must acquaint themselves with the regulations concerning Commercial Item Acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications are completed and returned as called for in this solicitation. All proposals must be received no later than 2:00 p.m. Friday, September 4, 1998, at the Contract and Logistic Services address indicated above.
