COMMERCE BUSINESS DAILY ISSUE OF AUGUST 17,1998 PSA#2160The Library of Congress, Contracts and Logistics Services, 1701
Brightseat Road, Landover, MD 20785 63 -- COMPACT DISC SECURITY SOL RFI98-1 DUE 093098 POC Kaye Klinker,
Contracting Officer, (202) 707-8608 WEB: The Library of Congress,
http://www.loc.gov. E-MAIL: The Library of Congress, ggib@loc.gov. The
Library of Congress is seeking information concerning products and
technologies that can be utilized to prevent unlawful removal of
compact discs (CDs) from the Library's collections. These holdings
currently include about 250,000 discs. The collections are growing by
about 20,000 discs per year. The Library's interest is in finding
products and methods that are safe and effective, easily employed at a
number of in-house sites, and not labor -intensive. Any materials and
equipment employed must not contribute to degradation of the discs.
Specifically, these products, methods, and equipment are required to
achieve at least one but preferably both of the following objectives.
(1) Write, etch, print, or transfer onto each disc a permanent legend
indicating that each object is the "Property of the Library of
Congress." (2) Incorporate a safe, non-degrading, non-removable sensor
on CDs that will activate alarms whenever CDs are carried through a
security gate. Products and methods suggested to meet these objectives
should satisfy the following Library goals: Will not adversely
influence the life span of CDs nor the data carried on them. Will not
alter or interfere with the normal performance of CDs. Ideally, the
"property" information and alarm material must both fit inside the
"stacking ring" area of the "play side" (not the label side) of each
CD. THIS IS A REQUEST FOR INFORMATION and is considered to be Market
Research. The intent of this sources sought synopsis is to determine if
any sources exist, therefore, no RFP is available. Consequently, any
responses failing to provide the aforementioned data but instead submit
a routine letter requesting a copy of the RFP will be ignored. Written
responses must be received by September 30, 1998. Information,
suggestions, inquiries, and/or samples of materials that may be
utilized to meet this objective may be sent to: Gerald D. Gibson,
Preservation Research & Testing Division, Library of Congress,
