combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotations are being requested and
a written solicitation will not be issued. Offerors must comply with
all instructions in FAR 52.212-1 with submittal of offer. This
solicitation is issued as a Request for Quote. Solicitation Number is
F0561199Q0092. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-6. The Standard Industrial Classification Number is 8732 and the
applicable size standard for this proposed acquisition is $5.0 million.
This is a 100% Small Business Set-Aside. Offerors responding should
indicate whether or not they are small business, small woman-owned
business, small disadvantaged business or 8(a) business in accordance
with the referenced SIC Code. Line item 0001 -- Non-personal service to
conduct research to determine effectiveness of electrical engineering
education initiatives at the Air Force Academy for the Period 1 Oct 98
-- 31 May 1999 IAW the following Statement of Work. QTY 8 MO -- UNIT
PRICE____________TOTAL PRICE_______________ General: The Department of
Electrical Engineering, United States Air Force Academy, requires a
Senior Executive Technical and Educational Analyst to consult with the
Professor and Head, Department of Electrical Engineering on the
following department programs: Evaluation of the core Communications
Signals and Systems electrical engineering program; Evaluation of the
department's Communication and Electromagnetics Educational Program for
electrical engineering majors; Evaluation of the department's Unit Self
Assessment program; Evaluation of the Computer Engineering major
curriculum; Evaluation of the department's preparation for
Accreditation Board for Engineering and Technology (ABET) 2000
accreditation visit; and Executive level feedback to the department's
professor and head on department's program effectiveness. II.
Specifics. The Senior Executive Technical and Education Analyst (SETEA)
will hold a Ph.D. in Electrical Engineering and have extensive
experience in electromagnetics, wireless communications, computer
software specification and development, teaching, department
administration, accreditation practices and procedures, and executive
level educational leadership. The SETEA will evaluate the department's
core Communications Signals and Systems electrical engineering
program. This must include a careful evaluation of topic relevancy,
topic coverage, depth of coverage, and topic sequencing. As part of
this evaluation the SETEA will instruct one section of the EE215
Electrical Signals and Systems course during the fall 1998 semester.
The SETEA will report findings to the department curriculum committee
for possible action in December 1998. The SETEA will teach one section
of the EE215 Electrical Signals and Systems course during the spring
1999 semester to evaluate curriculum committee initiated course
revisions. The SETEA will evaluate the department's communication and
electromagnetics educational and research programs for electrical
engineering majors. This must include a careful evaluation of topic
relevancy, topic coverage, depth of coverage, topic sequencing, and
research goals. Furthermore, the SETEA will provide technical
assistance and teach communication topics as part of these evaluation
activities. The SETEA will report findings to the effected course
director(s) and the department curriculum committee for possible
action. The SETEA will evaluate the department's Unit Self-Assessment
(USA) program. Specifically, the SETEA will evaluate the USA for
relevancy, applicability, usefulness, strength, and weaknesses. The
SETEA will report findings to the department's USA coordinator for
action. The SETEA will evaluate the computer Engineering major
curriculum. This must include a careful evaluation of topic relevancy,
topic coverage, depth of coverage, topic sequencing, and educational
goals and objectives. The SETEA will evaluate the department's
preparation for Accreditation Board for Engineering and Technology
(ABET) 2000 accreditation visit. The criteria for accreditation have
significantly changed since the department's last accreditation visit.
The SETEA will evaluate the department's preparation activities for
the upcoming ABET visit and report directly to the department head on
recommendations for action. The SETEA will provide executive level
feedback to the department's professor and head on department's program
effectiveness. The SETEA will report directly to the department head on
recommendations for action. III. Deliverables: The following
deliverables are required during the course of this contract: The SETEA
will provide a monthly report to the department head on progress made
on each activity described in II.a. through II.e. above; The SETEA will
report findings to the department curriculum committee for action no
later than 1 December 1998 as described in II.a., II.b., and II.d.
above-A final report will be provided to the department head not later
than 15 May 1999; The SETEA will provide an in-progress report no
later than 1 December 1998 on ABET 2000 review activities to the
department head. A final report will be provided to the department head
no later than 15 May 1999; The SETEA will provide executive level
feedback to the department head on a monthly basis on department
programs. IV. Base of Operations: The Senior Executive Technical and
Educational Analyst will work out of an office in the Department of
Electrical Engineering and in scheduled classroom and laboratories. V.
The Senior Executive Technical and Educational Analyst will be the
sole contractor; Minimum Senior Executive Technical And Educational
Analyst requirements: Available 1 Oct 1998-31 May 1999; Executive level
Air Force Educational leadership experience; Air Force engineering
experience; Industrial experience; Communications and electromagnetics
expertise; Ph.D. in electrical engineering; Software development
expertise; College level engineering teaching experience; Engineering
education program assessment experience. VI. Final SETEA selection will
be based on resume review and possible personal interview. Resumes
should include at a minimum all items defined in V. above. Offerors
must comply with all instructions contained in FAR 52.212-1,
Instructions to Offerors-Commercial, addenda, acceptance time period of
70 days. The following additional FAR provisions and clauses apply:
52.212-2, Evaluation-Commercial Item, the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: 1) Technical acceptable; 2)
Past Performance; and 3) Price. Technical acceptable is considered the
most important. Technical acceptable will be evaluated based on
theirresumes. To be technically acceptable the item shall meet the
Government's specifications. Past performance is considered more
important than price. Past performance will be evaluated to ensure
satisfactory business practices and timely performance. Price will be
considered as the least important factors. Price will be evaluated to
determine its fairness, completeness, and reasonableness as it relates
to the items offered. 52.212-3, Offeror Representations and
