50-PAPT-4-00043 DUE 091298 POC Sylvia V. King (703) 305-4165 The Patent
and Trademark Office (PTO) intends to increase the level of effort
under Contract No. 50-PAPT-4-00043 (a small business set-aside) with
Galaxy Scientific Corporation in support of the Patent Office's
automated systems. The increased level of effort required is 37,300
hours. The PTO is in the process of conducting a competitive
procurement for the follow-on contract. The PTO has an increased
requirement for Project Management/Independent Verification and
Validation Services until the replacement contract is awarded. The
increased level of effort will allow the PTO to be provided with it's
required level of support without delay or interruption until the
replacement contract begins. The modification to increase the level of
effort to Contract No. 50-PAPT-4-00043, Galaxy Scientific Corporation
includes (a) Project/Contract Management Support and Administration,
(b) Quality Assurance Support, and ( c) Configuration Management
Support, (d) Information Technology Security Program Support, and (e)
IV&V, Product Software and Engineering Support, and (f) Test and
Integration Support. The proposed contract action is for services which
the Government intends to solicit and negotiate with only one source
under authority FAR 6.302-1. At this time, Galaxy Scientific
Corporation is deemed the only responsible source and no other supplies
or services will satisfy agency requirements for the increased level of
effort for the continued, uninterrupted critical support. Any award to
any other source would result in a substantial duplication of cost to
the Government that is not expected to be recovered through
competition and would cause unacceptable delays in fulfilling the
agency's requirements. Concerns which believe they have the ability to
furnish the specified support are requested to give written
notification by September 12, 1998. This is NOT a formal solicitation,
however, concerns that respond must furnish detailed information
describing their capabilities to deliver the above services to: U.S.
