proposals from organizations that are able to supply a Cask System
consisting of: discharged nuclear fuel shipping casks, associated
handling hardware, and loading and unloading equipment. Each cask must
be transportable on a nonpublic road by tractor and trailer, and by
rail on a railcar. Casks must be able to accommodate one or more
canisters that each contain six fuel assemblies. Each canister will
have an outside diameter of approximately 406 mm (16.0 in), a length of
approximately 4000 mm (157.5 in), and a maximum weight of approximately
1,470 kg (3,240 lb.) Each canister will have a maximum thermal output
of 500 watts, and a maximum beta-gamma contact dose equivalent of one
million Rem/hr. To maintain criticality safety for a cask holding
multiple fuel canisters, the geometry of the support structures inside
the cask must be maintained to insure physical separation of the
canisters. In addition, nuclear poison must be added as part of the
cask basket for casks with a capacity of more than six canisters. The
maximum acceleration loads imposed on the loaded fuel canister must not
exceed 72 g's. The casks must meet IAEA Standards and Guidelines such
as IAEA ST-1, SS-6, SS-37 and other supporting IAEA documents. The
Republic of Kazakhstan will approve the casks for use within
Kazakhstan. The response to this solicitation must be according to the
request for proposals (RFP) which will be issued and found at
http://www.oak.doe.gov on or about September 18, 1998. No paper copies
of the solicitation will be made available. Prospective offerors who
do not have electronic capability to download the solicitation may
submit a written request to the U.S. Department of Energy, 1301 Clay
St., Room 700-N, Oakland, CA 94612, ATTN: Sandra R. Silva for a
diskette copy of the solicitation. The requester must include a
self-addressed stamped envelope and an MS-DOS formatted high-density 3
" virus free diskette. Prospective offerors who fail to submit an
appropriate diskette or self-addressed stamped envelope will not
receive the solicitation. There will be a pre-proposal conference on
Friday October 30, 1998, at 9:30 AM in the Federal Building located at
1301 Clay St., 5th floor, Conference Room H, Oakland, CA. Questions
prospective bidders wish to have answered at the conference should be
submitted via e-mail by October 2, 1998 to Debbie Harkness
(debbie.harkness@oak.doe.gov). Proposals must be submitted by 3:00 PM
