COMMERCE BUSINESS DAILY ISSUE OF AUGUST 13,1998 PSA#2158A -- ADDITIONAL TOPIC TO EXISTING BROAD AGENCY ANNOUNCEMENT, WIDE BAND
VHF/UHF POWER AMPLIFIER, SOLICITATION NUMBER DAABO7- 98-R-D003 The
Space and Terrestrial Communications Directorate (S&TCD) is interested
in receiving proposals for the design development and fabrication of
a Wide Band Power Amplifier (WBPA) for use with the Joint Tactical
Radio System (JTRS). The JTRS is the designated future tri-service
multi-band, multi-mode radio to cover the 2 MHz to 2 GHz frequency
band. The goal of this BAA is to develop a power amplifier prototype
which will be able to work with any of the designated legacy JTRS
waveforms (as well as with any new waveforms) across the 30 MHz to 450
MHz frequency band. This program includes two phases of effort. The
first program phase is a study effort required to determine the most
suitable Power Amplifier system design approach driven by the JTRS
program. The second program phase is the actual design development and
fabrication of a WBPA prototype. In the first program phase potential
bidders are to conduct trade-off investigations and analyses of key
amplifier technologies and their suitability for use with the JTRS,
power amplifier linearization and power amplifier
programmability/re-configurability constraints imposed by the various
waveforms/modulations of JTRS. Platforms issues affecting the design
such as prime power, cooling, on board RFI sources and physical
mounting considerations will also be investigated. At the end of this
program phase a report on the study effort shall be submitted to the
Government for review. As part of this report the contractor shall also
submit a preliminary design paper reflecting any system and design
changes from the original proposal. This design paper shall be written
in sufficient detail to allow a complete review of the proposed design
by the Government prior to continuing with the second phase of this
program. In the second program phase a single ruggedized four (4)
channel power amplifier prototype will be designed and fabricated to
undergo C2V operational testing. The prototype design will be based on
the recommended solution arrived at during the first phaseof this
program. Proposals submitted for this BAA shall include both the
description of subjects to be studied (some of which are recommended
above) during the first phase of the BAA as well as technical plans for
the development and fabrication of the power amplifier prototype.
Technical proposals shall include: system block diagrams and
description of the RF signal path, addressing of cosite and IMD issues
and RF and prime power budgets. Deliverables (FY99) A final report on
the study phase concluding with a critical design review prior to the
second program phase. FY00 1. A performance demonstration plan for the
WBPA shall be submitted for Government review. 2. Performance
demonstration of the WBPA at the contractor's facilities. 3. One
ruggedized four (4) channel WBPA prototype shall be delivered to the
Government within 10 month of the second phase of the program. 4. Final
report Deadline for Submission of Proposals: BAA proposals are to be
submitted by 4:00 PM (1600 hrs), EDT on 15 September1998. Funding: It
is the intent of S&TCD to leverage funding for this BAA via a 50/50
cost sharing program with potential bidders. Accordingly potential
bidders are strongly encouraged to explore and reflect these
opportunities in their BAA proposals. This task is currently funded.
