COMMERCE BUSINESS DAILY ISSUE OF AUGUST 13,1998 PSA#2158A -- ADDITIONAL TOPIC TO BROAD AGENCY ANNOUNCEMENT (BAA)SOLICITATION
NUMBER DAAB07-98-R-D003, UHF THREE CHANNEL MULTICOUPLER The Space and
Terrestrial Communications Directorate is interested in receiving
proposals for the design, development and fabrication of a
three-channel UHF Multicoupler operating in the 225 MHz to 450 MHz
frequency band for use in tactical Command and Control Vehicles (C2V)
and other platforms to support on the move communications. The antenna
Multicoupler must provide independent coupling of one (1) dedicated
EPLRS wideband channel and two channels that will be able to work with
either one (1) wideband NTDR radio or one (1) narrowband AN/ARC-164
radio. The Multicoupler shall provide cosite interference mitigation to
reduce channel to channel coupling among the three radios connected to
the UHF Multicoupler. The cosite interference mitigation techniques
shall operate in spread spectrum environments such as Frequency Hopping
Spread Spectrum, Direct Sequence Spread Spectrum or in combination of
the two spread spectrum techniques. The proposed designs shall address
the wide bandwidth operation and the cosite issues associated with the
3 multiplexed channels. The design shall incorporate cosite
interference mitigation techniques such as frequency hopping filters
and/or narrow-band/wide-band interference cancellation to reduce the
cosite interference among the 3 radios connected to the UHF
Multicoupler. The UHF Multicoupler's design must not place constraints
upon the operational bandwidths of the UHF cosited radios, or resort
to frequency management techniques based upon channel prioritization or
other means to permit the simultaneous operation of the cosited radios.
Proposals shall provide optional design consideration and trade-offs as
related to the proposed solutions. The BAA shall also include
comprehensive description along with block diagrams of the overall
system design, RF power levels and interference product levels
throughout the various RF signal paths. Deliverables: 1. A performance
demonstration plan for the UHF Multicoupler shall be submitted for
Government review. 2. Performance demonstration of the UHF Multicoupler
at the contractor's facilities. 3. Two, three (3) channel UHF
Multicoupler prototypes shall be delivered for government testing
within eleven (11) month of contract award. The prototypes will
initially be tested in a Government laboratory environment after which
they will be tested in a field exercise. Accordingly the prototypes
must be delivered in a ruggedized package to undergo armored platform
field testing. 4. Final report, Deadline for Submission of Proposals:
BAA proposals are to be submitted by 4:00 PM (1600 hrs), EDT on 15
September1998. Funding: This task is currently funded. It is the intent
of S&TCD to leverage funding for this BAA via a 50/50 cost sharing
program with potential bidders. Accordingly potential bidders are
strongly encouraged to explore and reflect these opportunities in their
BAA proposals. The Space and Terrestrial Communications Directorate is
inviting potential BAA responders to a one-on-one meeting during the
period of August 17 to August 28 1998 at CECOM Ft. Monmouth, NJ. This
