for Disease Control & Prevention contemplates awarding a contract for
the establishment of an Information Technology (IT) Human Resources
Model/Framework for future IT needs and capabilities. Notice of intent
to negotiate a sole source contract with the National Academy of
Public Administration (NAPA) for service to the government of the
United States such as contemplated by P.L. 98-257. The Information
Technology Management Reform Act of 1996 (ITMRA) requires all agencies
to fully integrate IT capital planning and capital asset management
within the budget process, performance measures, and business process
re-engineering. The NAPA will provide knowledge, guidance and expertise
to CDC for developing an information technology architecture (ITA) to
guide its capital investments in a coherent, strategic direction which
should improve the degree of inter-organizational operability. The ITA
will describe the relationships among the work the agency does, the
information the agency uses, and the information technology needs of
the agency, within the parameters of acceptable management policies and
practices. Based on the recent results of a computer classification
review, CDC recognizes current IT position descriptions and the overall
makeup of its IT workforce are not in alignment with future agency
needs. Subsequently, a new human resource model for IT personnel will
be developed based on the framework of the agency's new ITA. No RFP is
