R -- RECOMMENDATIONS FOR CHILDREN WITH SPECIAL HEALTH CARE NEEDS EMERGENCY CARE PLANS SOL HRSA-98-MCHB-73A DUE 082898 POC Aileen Broider-301-443-5231 The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the National Association of Children's Hospitals and Related Institutions, 401 Wythe Street, Alexandria, VA 22314. This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purposes of this procurement are to develop a report on Recommendations for Children with Special Health Care Needs (CSHCN) Emergency Care Plans and to participate in meetings of the EMS Partnership for Children Consortium. The contractor shall participate and report on EMSC Partnership for Children meetings; prepare a draft report on the Analysis of Sample Emergency Care Plans and Institutional Practice Guidelines; conduct a literature review on emergency care for CSHCN; convene a meeting to develop guidelines and recommendations on CSHCN Emergency Care Plans; prepare a draft and final report on Recommendations for CSHCN Emergency Care Plans; and prepare a journal article and fact sheet on CSHCN discharge planning and guidelines for use. The National Association of Children's Hospitals and Related Institutions is deemed the only responsible source capable of providing the required work and services. The period of performance is twelve months. A Justification for Other than Full and Open Competition is on file. The award shall be made using simplified acquisition procedures.
