Television-Audio Support Activity (T-ASA) is soliciting information for potential sources for the installation of English Language Laboratories. The basic requirement is for the uncrating, inventory, placement, installation, testing, operator training and preventive maintenance training for language laboratory equipment. Performance of work will be primarily outside the United States and predominately in third world countries. The equipment to be installed consists of audio, video, electronic switching systems, transformers, and associated equipment furniture integrated into a classroom laboratory for the teaching of languages. The laboratory provides industry standard Audio/active, or Audio/active and Compare, teaching facilities. The laboratory provides audio communications, program playback, and group intercommunications. Video may be incorporated through Video Cassette Record and television monitors with audio integrated into the laboratory (multi-standard units). Laboratories may be powered via voltage regulators utilizing 110/220 VAC, 50/60HZ inputs. Installation would include the receipt on-site of equipment, unpacking, inventorying, mechanical assembly, connection of electrical and electronic circuits and clean-up. All power is to be connected in accordance with National Electrical Code or local electrical codes. Assembly and electronic connections will be in accordance with manufactures instructions (supplied with laboratory). Mechanical assembly includes assembling furniture and securing equipment to the classroom floor. Testing is to be accomplished upon completion of installation and will assure the laboratory functions are operating in accordance with the manufactures specifications. Major failures and major/minor deficiencies are to be analyzed and/or corrected on site. Completed laboratory is to be fully functional upon completion of installation. Local personnel shall be trained in the basic operational and preventive maintenance techniques of the system as part of the installation process. Training is solely to familiarize local personnel with operation of laboratory and maintenance required to keep the laboratory fully functional. Training does not include basic skills training. Installation sites are worldwide and are located in non-English speaking countries. Sites are on foreign military facilities and require diplomatic coordination for access. Accomodations for installation personnel are often limited to less than US standards. Installer must provide tools to be used on site (US standard). Times for installation will be determined by the US Military and the host country. Normal lead time for installation is 30 to 60 days, however, occasional short notice may be encountered. A formal report shall be required for each installation describing as a minimum, as found conditions, equipment shortages, problem areas, number of personnel trained, any remaining deficiencies, and as left condition. Passports, visas, transportation, billeting, and coordination with the installation site shall be a function of the contractor. This notice is for planning purposes only. If satisfactory responses are received a solicitation may be issued for an indefinite delivery-indefinite quantity, task order or similar type contract as stated in Part 16 of the FAR. Interested sources are invited to submit appropriate documentation, literature, brochures, and reference to support they possess the required specialized experience in installing the above systems and capabilities necessary to meet or exceed the stated requirements.
