C -- DESIGN OF POISONOUS PLANT RESEARCH LABORATORY SOL 8290-3K15-98 DUE 091798 POC Lucian J. Grembocki, Contracting Officer, 301-504-1176 The United States Department of Agriculture, Agricultural Research Service, plans to enter into a contract with negotiation for the Design of Poisonous Plant Research Laboratory, at the Utah State University in Logan, Utah. The new laboratory/office facility will have approximately 27,000 square feet of space, which includes laboratories, office space, conference room, greenhouse, headhouse, livestock building, animal surgery recovery stalls and other support space. The design will include all the services necessary to form a fully functioning facility. The estimated cost of construction for the laboratory/office facility will be approximately $4.9 million. Evaluation of firms will be made on the following criteria, each element being of equal importance: A) Professional qualifications necessary for satisfactory performance of required services; (for the purposes of obtaining local and state agencies design reviews, the selected A-E Firm will have acquired professional registration in the state of Utahfor all their key personnel). B) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; C) Capacity to accomplish the work in the required time; D) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; E) Located within the state of Utah or if out of the state within a 130 mile radius of Logan, Utah.
