ALSTON.GERALD.@EPAMAIL.EPA.GOV.. The Environmental Protection
Agency(EPA) has a requirement for the Review and Evaluation of Products
and Residue Chemistry Data for Pesticides. The contractor shall provide
technical and scientific support for the review and evaluation of
Chemistry Data in the registration and reregistration of Pesticides
under the mandates of the Federal Insecticide, Fungicide, and
Rodenticide Act (FIFRA) and FIFRA Amendments of 1988, the Food, Drug
and and Cosmetic Act (FFDCA) and the Food Quality Protection Act of
1996, and to support the EPA cooperative efforts with the Food and Drug
Administration (FDA)and the United States Department of
Agriculture(USDA) in monitoring pesticide, and EPA cooperative efforts
with CODEX Alimentarius Commission of the Joint Food and Agriculture
Organization/World Health Organization (FAO/WHO), NAFTA and CUSTA
members. The contractor shall identify data gaps and report any studies
that indicate adverse effects and conduct a thorough, comprehensive
examination of all product chemistry and residue chemistry data of
pesticides, including the chemistry and metabolism of pesticides in
plants, animals and the resulting dietary exposure. Based on these
reviews and thorough examination of the data, the contractor shall
prepare documented compilations of the current knowledge of product
chemistry and residues in food and water resulting from the use of each
specific pesticide, and shall describe additional data needed to
support continued use of said pesticide, if any. Proposals shall be due
approximately thirty (30) days after the RFP issuance date. This
procurement is a 100% small business set aside. The applicable SIC Code
is 8731. The Small Business Size Standard is 500 Employees or Less. It
is anticipated that the resulting cost-plus fixed-fee, level of effort
type contract will have a One Year Base Period and four One Year Option
Periods. The basic quantity for the Base Period and Option Period IV
will be 12,000 hours, with an Option to increase the quantity 8,000
hours; the basic quantity for Option Period I, II and III will be
14,000 hours, with an Option to increase the quantity 12,000 hours. The
