Abuse and Mental Health Services Administration (SAMHSA), Office of
Managed Care, through the Program Support Center, ADP Acquisitions
Branch, has a one (1) year requirement to develop an analytical report
that shall provide public sector regulators and purchasers of managed
behavioral health care (MBHC) products with empirically derived
actuarial estimates of MBHC cost corridors. The report shall provide
estimates on at least three dimensions: population characteristics;
financing models; and benefit designs. Where actuarially sound data are
not available from public MBHC demonstrations, the analytical report
shall provide estimates (and document estimation models) that public
purchasers and regulators could use until more empirically-derived and
tested estimates are available. The analytical report shall describe
an evaluation strategy to increase the precision of cost corridors as
more data becomes available from public MBHC demonstrations. The goal
is to obtain reliable, comprehensivedata on comparative rates in a
variety of geographic, programmatic, and benefit environments, plus a
model for optimal rate ranges which can be tested using the available
data and can be compared to the state of the art in programs throughout
the country. This acquisition is being made utilizing Simplified
Acquisition Procedures and is 100% set-aside for small businesses. See
