(i) This is a combined synopsis/solicitation for a Commerical Item prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6. This announcement constitutes the only document that will be issued. (ii) SOL Number 52-PAPT-8-00034 is issued for this Request for Proposal (RFP). The document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05, as well as the terms and conditions of FAR 52.212-1, Instruction to Offerors -- Commerical, applies to this acquisition. (iii) DESCRIPTION: PTO has a requirement to provide data quality management support to the Office of Data Management. This support will provide documentation and data to support a methodology which manages, measures and offers ways to improve the data quality systems within PTO. Presently PTO is using Prism Quality Manager (PQM) software that supports quality control to data before, during and after system conversions and new application development. This requirement will expand the use of the PQM software from 5 to 15 site licenses. Prism Solutions, Inc. will provide PTO the Data Quality Partner Program which consist of 15 site licenses, 35 days of direct consulting, 8 days of training, annual maintenance and upgrades and technical assistance. The Data Quality Partner Program is available solely through Prism Solutions, Inc. (iv) PTO intends to award to Prism Solutions, Inc., 1000 Hamlin Court, Sunnyvale, CA 94089, on a sole-source basis, in accordance with FAR 6.301.1 (Only one responsible source).
