a combined synopsis/solicitation for a commercial item prepared in
accordance with the format in FAR 12.6 as supplemented with additional
information included in the notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued, all requests for written solicitations shall be
disregarded. However, fax or email requests for vehicle specifications
will be faxed or emailed to bidders. M67400-98-B-A011 is issued as an
Invitation For Bids (IFB). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04. This acquisition is a firm-fixed price contract for
CLIN 0001: qty-14, unit -ea; and CLIN 0002: qty-2, unit-ea. Items are
described as 1 ton, pick up trucks, double cab, 4 door, 2 wheel (CLIN
0001) and 4 wheel (CLIN 0002) drive, with English or Japanese
operating, parts and repair manuals, right hand drive vehicles
manufactured for operation in Japan. Vehicles are to be treated for
corrosion control with "Ziebart" compound XL5-G, or equivalent with a
minimum 3 year warranty against rust perforation. Desired delivery is
60 days after contract, F.O.B. Destination, Camp Fuji, Japan, and Camp
Foster, Okinawa, Japan. Required delivery is 90 days after contract,
F.O.B. Destination, Camp Fuji, Japan, and Camp Foster, Okinawa, Japan.
Inspection and acceptance shall be made at final destination. Final
marking instructions will be provided at time of award. FAR 52.212-1,
Instructions to Offerors -- Commercial items (OCT 1995), applies to
this acquisition. Addenda to the provision include FAR 52.214-21,
Descriptive Literature (Apr 1984). Descriptive literature is required
to determine compliance with the specifications and the origin of the
bidded end products as "Designated" "Qualifying"or "Eligible".
Manufacturer's or dealer's standard, current literature product is
acceptable. FAR 52.212-2, Evaluation -- Commercial items (OCT 1995)
applies to this acquisition. Theevaluation factor applicable to this
solicitation is price and the price related factor of product origin.
FAR 52.212-3, Offeror Representation and Certifications Commercial
Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items,
applies as well as the following addendum clauses; FAR 52.211-5 New
Material, FAR 52.211-7, Other Than New Material, Residual Inventory,
and Former Government Surplus Property. The clause at FAR 52.212-5,
Contract Terms and Condition Required to Implement Statues or Executive
Orders-Commercial Items applies with the following applicable clauses

Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statures or Executive Orders Applicable to Defense
Acquisitions of Commercial Items, applies with the following provisions
applicable for paragraph (b): DFARS 252-225-7006, Buy American Act --
Trade Agreements -- Balance of Payment Program Certificate (Mar 1998);
and DFARS 252-225-7007, Buy American Act -- Trade Agreements --
Balance of Payment Program (Mar 1998). Special Note to All prospective
contractor: In accordance with Government Contract Advisor's Executive
Report, Vol. IV, No. 4, May 1998, contractors must register to continue
business with DOD on all solicitation issued after May 31, 1998,
offeror's will be ineligible for award unless it is registered in DOD's
Central Contractor Registration (CCR) database. Firms can register

Government intends to make a single award to the responsible bidder
