is a combined synopsis/solicitation for a commercial item prepared in
accordance with FAR 13 and the format in Subpart 12.6, as supplemented
with additional information included in this notice. IMPORTANT NOTICE:
DFARS 252.204-7004 "Required Central Contractor Registration" requires

AWARD CANNOT BE MADE UNLESS REGISTERED. This announcement constitutes
the only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. F08650-98-TB-611 is
issued as a Request for Quotation. The solicitation document and
incorporated provisions and clauses are those in effect thru Federal
Acquisition Circular 97-05 and thru Defense Acquisition Circular 91-13.
It is advertised with a Standard Industrial Classification Code (SIC)
of 4812/1500 employees. Security clearances are not required. This
acquisition is unrestricted. Contractor shall furnish all labor,
material, music, transportation, and all other items necessary to
provide pager service for government owned and leased pagers for
Patrick AFB and Cape Canaveral AS. A firm-fixed type contract is
contemplated with a one-year basic contract period and four one-year

Minimum requirements are as follows: voice mail must hold a minimum of
10 messages with 4 day retention time at 1 minute per message,
simultaneous and sequential group calls, Alpha/Numeric Paging with
Local, Statewide, and Nationwide coverage capable of sending alpha page
via internet, LOCAL AREA COVERAGE (North to Daytona; South to Vero
Beach; West to Orlando), STATEWIDE COVERAGE (cover all areas within the
state of Florida to include Florida Keys), and NATIONWIDE COVERAGE
(cover all Major Cities within the Continental U.S) pager saver,
digital, black or smoke color for leased pagers, and all leased pagers
shall be issued with (manual, new battery, and test page with pager
phone number to confirm activation). Bidders must bid on all items
(Basic plus option years) to be considered for award. The following
provisions and clauses apply to this acquisition: FAR 52.212-1
Instructions to Offerors -- Commercial Items is hereby included by
reference. The following are addenda; At paragraph (c), Period of
Acceptance for Offers, the amount of time an offeror must hold its
prices firm is hereby changed. An offeror must hold the prices in its
proposal, firm for 60 calendar days from the date specified for receipt
of proposals. Paragraph (e) multiple offers has been determined by the
Contracting Officer to be unacceptable for this solicitation and is
hereby removed in its entirety for the purpose of this requirement.
Offerors are advised that proposals may be evaluated without
discussions. Award may be made to the responsible offeror whose
proposal is responsive to the terms of the RFQ and is most advantageous
to the government. In accordance with FAR subpart 9.104-1, each offeror
is required to provide information on a reasonable number of recent and
relevant contracts for the same or similar items, as well as the
offeror's primary financial institution, to include contract numbers,
points-of-contacts, telephone numbers, and any other relevant
information, which will be used by the Contracting Officer to make a
responsibility determination about a prospective offeror. Far provision
52.212-2 Evaluation -- Commercial Items applies to this solicitation
and the following evaluation criteria (arranged in their relative order
of importance) are hereby incorporated: Award will be made to the
offeror who meets the solicitation's minimum criteria for technical
acceptability with regard to past performance at the lowest price. FAR

Commercial Items shall be completed and submitted with the proposal.
FAR clause 52.212-4 Contract Terms and Conditions -- Commercial Items
hereby applies to this solicitation. The following are addenda to FAR

Payment by Electronic Funds Transfer (CCR). FAR clause 52.212-5

acquisition. In accordance with FAR clause 52.212-5, the following

responding to this solicitation may submit their quote in accordance
with their standard commercial practices but must include the following
information: Company's complete mailing and remittance address,
discounts for prompt payment, if any (e.g. 1% 10 days), the company's
CAGE Code, Dun & Bradstreet number, and Taxpayer ID number. The
government intends to make a single award to the responsible offeror
whose offer is the most advantageous to the government considering
price and price-related factors. Offers are due no later than 4:00 PM
