They shall develop a report on the existing Community Service Officer Program that provides full documentation of the program. This includes a description of the Community Service Officer intervention, the target population it is designed to serve, the nature of the intervention, organizational and operational dynamics, sources of funding and cost of operation. An evaluation of the program will be made with a description of quantifiable evidence that demonstrates the intervention's effectiveness; also including information available from other sources such as administrative data bases.
