Groton, ph(303)497-3107 fx (303)497-3163 The Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), proposes to negotiate on a sole source basis with the City of Boulder (City) to conduct a feasibility study for the conduit and fiber optic infrastructure for the proposed Boulder Research and Administrative Network (BRAN). A consortium of Boulder-based research organizations and the City seek to explore the possibility of providing a local, next-generation fiber optic infrastructure to assist in their research, higher education, and administrative functions. The proposed network would, in part, utilize existing infrastructure currently under construction in Boulder utilizing rights-of-way owned by the City. The City of Boulder has been determined to be the only responsible source for timely completion of the study. The City owns the rights-of-way. The City already possesses the information and knowledge of the optimum locations for the cable, including the base maps; as well as expertise regarding municipal regulations applicable to underground utility construction. This procurement is being conducted under Simplified Acquisition Procedures (equal to or less than $100,000) per Part 13 of the Federal Acquisition Regulations (FAR). No solicitation is planned.
