98-021 The Security Research Center announces a program to help fund
(through the Office of Naval Research) research addressing issues
pertinent to personnel security. The areas covered by this funding
program include clearance processes, financial and credit personnel
security, continuing evaluation, security awareness and education,
psychophysiological detection of deception, and special projects.
Participation is sought from graduate students and from scientists,
faculty, consultants, and practitioners at financial, research,
business, governmental, and educational institutions. The maximum award
for masters degree thesis awards is $5,000/student. The maximum award
for dissertation grants $15,000/student. The maximum award for
institutional awards is $30,000/project. The only exception is that the
maximum awards for forensic psychophysiology are $5,000, $15,000 and
$150,000, respectively. Institutions are eligible to receive multiple
awards. This notice constitutes a Broad Agency Announcement (BAA) as
contemplated in FAR 6.102 (d)(2). No request for proposal (RFP),
solicitation or other announcement of this opportunity will be made.
Submission of proposals is not restricted in any way to any particular
entity. Historically black Colleges and Universities, minority
institutions, and small and disadvantaged businesses are encouraged to
participate. Proposers should state in their proposal that it is
submitted in response to the BAA. This announcement will be open for
one year from date of publication or until replaced by a successor BAA.
The Security Research Center will receive, evaluate and fund proposals
on a continuing basis at any time during the open period. The
selection criteria that will be used to evaluate the proposals will be
the 1) Practical applicability of results; 2) Perceived need for the
subject matter in the personnel security body of knowledge; 3)
Originality of the research, 4) Quality and feasibility of the research
methods, 4) Practical applicability of results, 5) Strength of the
evidence that the applicant(s) possess the necessary qualifications to
produce an acceptable research project, and 6) Realism and
reasonableness of the estimated expenses. For awards made as contracts,
the socio-economic merits of each proposal will be evaluated based on
the commitment to provide meaningful subcontracting opportunities for
small business, small disadvantaged business, women-owned small
business concerns, historically black colleges and universities, and
minority institutions. The standard industrial classification code is
8731 with the small business size standard of 500 employees. In
addition, contract proposals that exceed $500,000 submitted by all but
small business entities, must be accompanied by a Small, Small
Disadvantaged and Women-Owned Small Business Subcontracting Plan in
accordance with FAR 52,219-9. Please clearly indicate restrictive
notices on submitted proposals. All proposals should also be
accompanied by a completed certification package which can be accessed
on the ONR Home Page at http://www.onr.navy.mil/02. The certification
package for grant proposals (normally submitted by universities) is
entitled "Certifications and Submittal Statement Document". The
certification package for contract proposals is entitled
"Representations and Certifications". Details in regard to proposal
