electronic or faxed proposals as a result of this synopsis and
solicitation. All proposals must be received in hard copy and are
subject to the FAR clause 52.2215-1, Instructions to Offerors
Competitive Acquisition (OCT 1997). The Indian Head Division, Naval
Surface Warfare Center has a requirement for the Program Management
Office, Explosive Ordnance Disposal (PMS-EOD) for the procurement of a
DiverPropulsion Vehicle (DPV). The objective of this procurement is to
field a DPV which can be optimized for supporting the transport of VSW
MCM divers transporting to pre-assault mine countermeasure mission
areas in support of an amphibious operation. The DPV shall be based on
proven mature design and have the following attributes: Commercially
available off-the-shelf DPV, lightweight, neutrally buoyant or
near-neutrally buoyant when submerged, to be used to transport two (2)
fully equipped divers and payload during long distance transits (6
nautical miles round trip) from the shallow water zone to the edge of
the VSW zone (nominally defined as the 40 foot depth curve). At the
conclusion of the VSW MCM mission, the DPV will transport the divers
from the 40 curve back to the extraction craft. The DPV will have the
capability of sustained operations at the maximum depth (60 feet) with
a forward operating speed capable of up to 6 knots for short durations
and a cruising speed of 2 knots. Since the DPV will be launched on the
surface from a small surface craft, a lightweight portable design is
necessitated. Additionally, the DPV will be assessed as a platform for
evaluating alternative propulsion methods and devices required to
support divers in performing a VSW MCM mission. The government is
contemplating a best value award utilzing the level of confidence
assessment rating method. Evaluation factors will include Offer
Submission, Offeror Capability (to include: Design Factors, Technical
Capabilities, Experience, past performance and a water demonstration)
and Price. A firm fixed price supply type contract is contemplated to
include a base quantity of 1-5 units, test equipment and suport and
data. In addition, options will include an additional 100 units, spare
kits, support, and data. Delivery of base requirement is 1 month after
contract award. This procurement is set aside 100% for small
businesses. SIC Code is 3949 with 500 employees. FSC/SVC code is 1990.
