562-8370 PHASE 1 -- Planning Task 1: Planning meetings Contractor
should contact project officer to schedule a series of planning meeting
in Atlanta, Georgia. EPA planners will decide the technical content of
the "Agenda for Action" at this meeting. A second series of meetings
to plan the "State of the Region Report" will be held in Atlanta in
late 1999. Three planning meetings will be held to plan the "State of
the Region Report". No deliverables are expected as the contractor will
serve as an observer and will ask questions about content. PHASE 2 --
Design Task 2: Design the "Agenda for Action" for the general public.
EPA planners will provide the contractor with a rough draft of the
"Agenda for Action" that contains the technical and policy issues
related to the environment that EPA would like to explain to the
average lay person. The contractor will edit this information so that
it is at an appropriate reading level for the average lay person. The
contractor will design the look and format of the "Agenda" so that it
is appealing to the population of the Southeast. The contractor will
include a postage-paid business reply comment card, addressed to the
EPA Region 4 Office in Atlanta, in the "Agenda for Action".
Deliverables 1. The contractor will prepare a draft "Agenda for Action"
within 21 days of receiving the rough draft from the Project Officer.
Task 3: Design the "State of the Region Report" for the general public.
EPA planners will provide the contractor with a rough draft of the
"State of the Region Report" that contains the key issues and
environmental indicators that EPA would like to explain to the average
lay person. The contractor will edit this information so that it is at
an appropriate reading level for the average lay person. The contractor
will design the look and format of the "State of the Region Report" so
that itis appealing to the population of the Southeast. Deliverables
2. The contractor will prepare a draft "State of the Region Report"

Executive Managers. The contractor will present the draft "Agenda" to
EPA Executive Managers in Atlanta, Georgia. EPA planners will be
present to answer technical, content-related questions, but contractor
will conduct the presentation. Executive Managers may request changes
to the draft "Agenda" before they approve it for printing.
Deliverables 3. The contractor will prepare a presentation for the
Executive Managers. The date of the presentation will be determined
later. Task 5 -- Preparing the final "Agenda for Action" The contractor
will finalize the "Agenda" incorporating changes requested by the
Executive Managers. Deliverables 4. The contractor will prepare the
final "Agenda" within 7 days of receiving comments from the EPA
Executive Managers. Task 6 -- Presentation of draft "State of the
Region Report" to EPA Region 4 Executive Managers the contractor will
present the draft "State of the Region Report" to EPA Executive
Managers in Atlanta, Georgia. EPA planners will be present to answer
technical, content-related questions, but contractor will conduct the
presentation. Executive Managers may request changes to the draft
"State of the Region Report" before they approve it for printing.

Executive Managers. The date of the presentation will be determined
later. Task 7 -- Preparing the final "State of the Region Report" The
contractor will finalize the "State of the Region Report,"
incorporating changes requested by the Executive Managers. Deliverables
6. The contractor will prepare the final "State of the Region Report"
within 7 days of receiving comments from the EPA Executive Managers.
PHASE 4-Production Task 8 -- Printing The EPA Project Officer will
provide the contractor with instructions on when to begin printing and
how many copies to produce. Printing will be done on recycled paper.
The contractor will also provide a copy in ".pdf" electronic format for
EPA Region 4 to include on its Internet World Wide Web Site.
Deliverables 7. The contractor will deliver all paper and electronic
copies of the "Agenda for Action" to the Project Officer no later than
March 15, 1999. 8. The contractor will deliver all paper and
electronic copies of the "State of the Region Report" to the Project
Officer no later than December 31, 1999. PHASE 5 -- Public Comment
Review Task 9 -- Review and Summarize Comments The EPA Project Officer
will forward any of the "Agenda for Action" reply comment cards
received by December 1 to the contractor. The contractor will review
those comments and provide a summary of the public comments to the EPA
Project Officer. Deliverables 9. The contractor will provide a summary
of public comments to the EPA Project Officer within 30 days of receipt
