ORLEANS DISTRICT SOL DACW29-98-R-0031 POC Jane Kulick, Contract
Specialist, 504-862-2869. 1. CONTRACT INFORMATION: A-E services are
required for Photomapping and Related Services within the Limits of the
New Orleans District. Indefinite Delivery task order contract for a
base period and two option periods NTE $1,000,000 per period. Award is
scheduled on or about 15 January 1999. This announcement is open to
all businesses regardless of size. 2. PROJECT INFORMATION: Field
assignments shall include aerial photography and control surveys,
generally of second or third order accuracy. Both conventional and
Global Positioning System (GPS) surveys will be required. The surveys
shall be stamped and certified by a registered land surveyor or a
professional engineer as to the order of field accuracy. Office
assignments shall include: preparation of digital orthophoto maps;
scanning and warping photos into rectified continuous tone digital
files; computer generated mosaics; rectified photographic maps;
photogrammetric compilation; GIS data attribution to include designing,
developing, and populating data bases with text-related information in
strict adherence to the Tri-Service Spatial Data Standards with all
delivered digital GIS data submitted in compliance with the Tri-Service
Spatial Data Standards for Intergraph Modular GIS Environment (MGE) and
the ORACLE database; create Metadata in compliance with the Federal
Geographic Data Committee Standards; develop contours by
photogrammetric methods; furnish contact and rectified photographic
prints and diapositives for use with stereoplotting equipment; select
and mark image and pass points on photos and diapositives; make
comparator or analytic stereoplotter measurements; perform analytic
aerotriangulation; prepare flight maps; develop film negatives; and
other general drafting and CAD work necessary to prepare controlled and
un-controlled maps. All CAD and GIS work must be directly readable in
Intergraph CAD and MGE systems with ORACLE database. 3. MINIMUM
PERSONNEL AND EQUIPMENT: To be considered for selection, a firm must
demonstrate the capability toperform the services listed above and the
capacity to provide the following minimum personnel and equipment: one
registered land surveyor or professional engineer; one conventional
4-person survey party; one 4-person GPS survey party; capability to
provide the two crews with the necessary equipment; one certified
photogrammetrist; two computer technicians, one fluent in GIS; two
cartographic technicians; two stereoplotter operators; one photo
technician; one aircraft pilot (commercial -- with 250 hours of aerial
photo experience); one aerial photographer (with 250 hours of
experience); one aircraft capable of maintaining cruise speed necessary
for taking photographs with a 6" focal length lens for photo scales
within the range of 1:40,000 to 1:60,000 or be equipped with a 3.5"
focal length lens to achieve those scales (in general, aerial
photography will be taken using a 6" focal length lens for photos under
the 1:40,000 scale); one aerial photography camera (RMK or equal) of 9"
format with an Area-weighted Average Resolution of 90 or above (provide
calibration report); one CAD workstation; one plotter; one
photo-scanner (with 1600 dpi capability); one rectifying enlarger 36"
x 36"; one analytical stereoplotter; one 9" x 9" contact printer. 4.
SELECTION CRITERIA: See Note 24 for general selection process. The
selection criteria are listed in order of preference. Criteria (1)
through (5) are primary. Criteria (6) through (8) are secondary and
will only be used as "tie-breakers" among technically equal firms: (1)
Specialized Experience and Technical Competence; (2) Capacity to
perform the work; (3) Past Performance on Department of Defense (DOD)
and other contracts with respect to cost control, quality of work, and
compliance with performance schedules; (4) Professional
Qualifications; (5) Safety Plan and Performance; (6) Location of the
firm in the general geographic area of the project; (7) Volume of DOD
contract awards in the last 12 months as described in Note 24; (8)
Extent of participation of small businesses (including women-owned),
small disadvantaged businesses, historically black colleges and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the total estimated effort. 5. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements. Firms
which meet the requirements described in this announcement are invited
to submit 5 copies each of SF 254 and 255 (11/92 edition) for the
prime firm and all subcontractors and consultants, to the above
address, not later than close of business on the 30th day after the
date of this publication. If the 30th day is a Saturday, Sunday, or
Federal holiday, the deadline is the close of business of the next
