clarify the solicitation FERC98R80318, Assessment and Measurement
Tools, due to questions received. No additional questions will be
accepted after August 12, 1998. Provision 52.212-1, Instructions to
Offerors-Commercial, applies. Addendum to FAR 52.212-1:See synopsis
dated 7/29/98, (1) and (3). Provision 52.212-2 Evaluation-Commercial
Items, applies. Addendum to FAR 52.212-2: the evaluation factors are
listed in decesending order of importance: (1) Evaluate and Interpret
the Tool; (2) Provide Orientation; (3) Past Performance; (4) Schedule.
These factors, when combined, are approximately equal to Cost. The
following are answers to questions received. 1.Question: Is there
perhaps additional information available regarding scope of work for
this project? Answer: To obtain a copy of the SOW, contact Maryanne
Wright at e-mail maryanne.wright@ferc.fed.us. 2. Question: The
solicitation indicates that "the contractor shall provide an assessment
and measurement tool, in theform of a 360-degree Performance Feedback
Tool."Please clarify if you are seeking the contractor to provide FERC
with an assessment tool that already exists or for the contractor to
develop a tailor-made assessment tool exclusively for FERC employees.
Answer: Provide assessment tool to meet FERC behaviors. May be off the
shelf. 3. Question: Please provide further information about the seven
options to identify,evaluate, and measure leadership competencies for
210 employees assessments. How do the options relate to the 360-degree
pilot program? Will 30 employees participate in each of the seven
options? Answer:See SOW. 1 Pilot Program for 25 people Seven options
for 210 people for a Total of 235 people 4. Question: The solicitation
indicates that the contractor will provide individual analysis reports
identifying the strengths and weaknesses of the individuals being
evaluated. Are you requesting individual analysis reports for
participants in the pilot program only? option program only? or for all
of the 235 participants? Answer :Both for Pilot program for 25 people
and 30 people per option. 5. Question: What is the sequence of the
pilot and "options" program? Will they be conducted simultaneously or
will the pilot program be conducted first? Answer: Pilot Program 1st;
may exercise options if pilot is successful. 6. Question: Your RFQ
reads "a Pilot Program for twenty five (25) participants and seven (7)
options": What are the seven (7) options? Please clarify. Answer: 7
Options for 30 Assessments each =210 plus Pilot Program for 25 people
= 235 Assessments 7. Question: Does the contractor develop the
leadership survey (questions) items? Answer: An off the shelf
tool/survey is ok. 8. Question: Will all orientation and feedback be
done in groups, none individually? Answer: In Groups. One (1) for the
25 people for the Pilot Program + 7 options= 8Groups 9. Question: Do
you plan to use the same survey items for executive, supervisory and
manager levels? If not, how many will be common questions vs. level
specific? Answer: Survey will be given to all three levels. Contractor
should propose solution. 10.Question: How many total raters (peers,
colleagues, customers, vendors, direct supervisors, other management
people, and direct reports) do you expect for each employee? Answer:
Contractor should propose. 11. Question:Are any verbatim (open-ended)
questions to be included in the survey? Answer: Contractor should
propose. 12. Question:Will survey be administered by paper or disk?
Answer: Paper. 13. Question: "Provide the government four (4)
additional levels of reports; FERC wide. Are feedback sessions to be
included? If yes, to whom and what format i.e. in person briefing,
written report? Answer: See SOW. Should include written report to
individual assessed and 8 group interpretation sessions 1 Pilot; 1 each
for each Option of 30. 14. Question: Is a reliability and validity
assessment of the instrument required after the pilot survey? Answer:
Contractor should propose solution/not necessary if instrument is off
the shelf and has already been validated. 15. Question: Is a copy of
raw data input/processed data required as a deliverable? Answer:
Deliverable consists of assessment to individual and summary reports as
set forth in SOW. 16. Question: When pricing, what should the
contractor include in the quote: e.g. preparing and printing
questionnaire, outgoing and return postage, envelopes, bulk mailing or
individual packaging? Answer : Contractor should propose solution. 17.
Question:Are the reports to be in color or black and white? Answer:
Contractor should propose solution. 18. Question: How many copies of
each employee's report do you want? Answer: One (1) to employee and
summary reports as set forth in SOW. 19. Question: After pilot, what is
the time frame for the 210 employees? Answer: Contractor should propose
time frame. 20. Question: What are the evaluation factors and their
weights for this RFQ? i.e., ..... Answer: See answer in this amendment.
21. Question: Is this an unrestricted, set aside or MOBIS RFQ? Answer:
Unrestricted. 22. Question: Does the government have interest in any
follow-up sessions of these same candidates to measure change and
development over time? Answer: See SOW 23. Question: Clauses 52.212-3,
4 & 5 are referred to in the announcement, however, the listing of
what should be submitted by offerors only includes 52.212-3. Are the
others required? Answer: Yes. Read Synopsis of 7/29/98 and this
amendment. 24. Question: It is expected that a single orientation
session will be required only or is the government requesting a single
orientation session for the 235 candidates? Answer: Orientation for
Pilot Group and an Orientation for Each Option Group. See SOW. 25.
Question: Would the government like a pricing option on our assistance
in the integration of this tool into the leadership program framework?
Answer: NO. 26. Question: Based on the reference to "several
options...for a substantial amount of the FERC employees may be
awarded.", we assume this is beyond the 235 that would otherwise be
included in the pilot and 7 options. If this is the case, what
types/categories of employees would be included, and approximately how
many in number? Answer: "Several options ..." At this time there is no
requirement for assessments above the total number of 235. 27.
Question: Are there any other format requirements that must be adhered
to besides the inclusion of the 52.212 clause(s)? Answer: Yes. Read
Synopsis of 7/29/98 and this amendment. 28. Question: The requirements
sound very much like those in our GSA MOBIS contract. Will this
solicitation be open to contractors on GSA schedule? Will proposal
requirements be the same for responding organizations both on and off
the GSA schedule? Answer: Yes. 29. Question: I received your RFP
7/31/98. Are there any additional updates you can email me? Answer:
Yes. Read amendment for instructions. 30. Question: I am unfamiliar
with the letters "CLINs" as it appeared in your RFP. Would you please
clarify. Answer: CLINS are the Contract Line Item Numbers. See the SOW.
31. Question: Could you please fax me, or tell me how to obtain
52-212-3, Offerors Representations & Certification -- Commercial Items.
Answer: The Federal Acquisition Regulations can be found on the
Internet, or you can purchase from the U. S. Government Printing
Office, Superintendent of Documents. 32. Question: In the RFP 7/31/94
you ask contractor to submit the following: after that sentence their
four items requested 1,2,3,5. # 4 seems to be missing. Am I correct to
assume that there is no # 4? Answer: This was a typing error, #5
should be #4. 33. Question: The RFP states: Contractor shall provide
pricing per participant for the Introductory Orientation for
approximately 235 participants. Please help me with this. Are you
asking for the cost of just the introductory orientation plus cost of
administrating and interpreting the instrument divided by 235, or is
this simply what the cost of the introductory orientation for 235
participants would be without purchasing, administrating and
