Thadeus, Purchasing Agent, 314/286-4234 The St. Louis (Missouri) Housing Authority (SLHA) is seeking competitive proposals for Program Management Services to facilitate and manage the implementation of the revitalization of the Darst-Webbe HOPE VI Near Southside Redevelopment Area. The U. S. Department of Housing and Urban Development (HUD) provided a grant in the amount of $46.771 million in 1995 under the HOPE VI Program for this revitalization effort. Under the direction of SLHA, which is operating in partnership with the City of St. Louis, and with the input of the residents and the surrounding community, the successful firm and/or team will be responsible for a full range of Program Management services from refinement of the Revitalization Plan through the coordination of the entire implementation effort in accordance with the goals, schedule and budget of the multi-year implementation effort. Key elements of the work include assisting SLHA in the selection of a Developer(s) for the revitalization effort and coordinating the integrally linked development components (housing, commercial, retail, civic, infrastructure) to accomplish comprehensive redevelopment. The solicitation may be obtained from the St. Louis Housing Authority, Procurement Section, 4100 Lindell Boulevard, St. Louis, MO 63108 (telephone 314/286-4234). A pre-proposal conference will be held at 10:00 a.m. (local time) on Wednesday, August 12, 1998, at the Authority's Office of Self Sufficiency, 1900 South 3rd Street (Geyer at 3rd), St. Louis, MO 63104 (telephone 314/436-0797). All interested parties are strongly encouraged to attend the conference, which will include a tour of the Near Southside Redevelopment Area. Although attendance at this pre-proposal conference is not mandatory, it is highly recommended. The conference will provide potential offerors an opportunity to discuss the project with SLHA staff and to view the development and adjacent neighborhoods. It is SLHA's intention to solicit proposals from offerors, evaluate their qualifications, establish a competitiverange, conduct oral presentations with offerors that fall within the competitive range, verify the information presented, and negotiate and award a contract to the successful offeror. All proposals submitted in response to this Request For Proposals (RFP) for Program Management Services must be received by the SLHA Procurement Section before 3:00 p.m. (local time) Monday, August 24, 1998, and must comply with the requirements of the RFP. Proposals must be prepared in accordance with the RFP instructions and will be evaluated by SLHA in accordance with the evaluation factors detailed in the RFP. Proposals that include employment and training opportunities for public housing residents and participation by Minority and/or Women Owned firms are encouraged. All offerors must comply with Section 3 requirements. SLHA reserves the right to cancel this RFP, or to reject, in whole or in part, any and all proposals received in response to this RFP, upon its determination that such cancellation or rejection is in the best interest of the SLHA.
