This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-7. This acquisition is a 100% small business set-aside. If inadequate response is received from small business, the solicitation will be issued as unrestricted without further notice. The SIC Code is 5072 size 100 employees. Delivery shall be FOB Destination to Andrews AFB MD. Responses to this RFQ must be received by 18 Aug 98 at 2:00 p.m. eastern standard time. Delivery and Finance addresses will be provided upon award. Award will be based upon (1) -- ability to meet delivery date and (2) -- price. A site visit is scheduled for 12 Aug 98 at 2:00 p.m. eastern standard time. Parties interested in attending the site visit must submit names (no more than two names per company) by 4:00 p.m. eastern standard time on 11 Aug 98. Product samples must be made available upon request and product literature must accompany all proposals when (or equal) items are being offered. PERFORMANCE WORK STATEMENT: The contractor shall provide all plant, labor, equipment, transportation, tools, materials, personnel, and supervision necessary to deliver and install an electronic locking system in bldg #3755 on Andrews AFB MD. Meet or exceed industry standards for fire, safety, and handicap accessibility 2. Allow a minimum of 1700 users 3. Provide an audit of time, date, and user identification 4. Ability to block access to any card user 5. Stand alone electronic locks w/magnetic strip technology and battery power 6. Override capability and low battery indicators 7. Access to multiple rooms 8. Windows 95 & Windows NT compatible on standard 486 PC or comparable 9. Technology must be expandable to meet current and future needs 10. Hardware must fit existing sledge door locks 11. Wrap plates must cover existing holes in doors 12. Withstand temperature ranges from 32 -- 150 degrees F with standard alkaline batteries and 30 -- 150 degrees F with lithium batteries 13. Withstand humidity levels up to 95% without condensation 14. Possess a minimum of 20 timetables w/4 shifts per table and 7 day types 15. Standard, secure, and free message modes of operation 16. Optional mechanical override capability Companies shall provide authorized/certified installers, warranty information, and product life expectancy information. Lock installation will be performed on approximately 85 doors with a thickness of approximately 1 3/8 inches. Doors consist of approximately 15 wood and 70 metal doors. 5 are dutch doors and 2 are double doors.
