Implementation Team at (850) 452-4616, ext 145 An industry forum will
be held at the Pensacola, Florida Naval Air Station on 22 and 23
September 1998. The Navy is seeking industry input and recommendations
on acquisition strategies for possible contract solicitation for
selected base Operating Support services for some Naval Activities in
and around the Pensacola area under the A-76 Program. This forum is in
response to a Chief of Naval Operations announced study of some 2,050
civilian and military positions for competition under the procedures
prescribed in Office of Management and Budget Circular A-76 "Commercial
Activities" program. The site for the industry forum is the Mustin
Beach Officers Club located on the Pensacola Naval Air Station. On
Tuesday morning, Government representatives will provide brief
overviews of the challenges being faced by the Navy. The remainder of
the conference will be devoted to industry discussion and
recommendations. Feedback and recommendations received during the
discussions will be recorded and published on a public web site.
Services announced for competition have been consolidated into three
groupings: GROUP A: Facilities Maintenance, Utilities Operations,
Transportation, Public Works Management, Environmental Services; GROUP
B: Morale, Welfare and Recreation, Child Development Center, Family
Service Center, Bachelor Quarters; GROUP C: Airfield Support, Seaport
Support. It is the Navy's intent to solicit input from recognized
service industry leaders to determine the best acquisition strategy and
packaging of services. The expected time line for bid submission is
December 1999-February 2000. The Navy is interested in discussions and
feedback from those companies that have the capability to orchestrate
and bid as prime contractor on the larger majority of required
services and has set the following participant targets for invitations
to the forum: 1) Two-thirds (24) of the participants classified as big
business, and 2) One-third (12) of the participants classified as small
business. In addition, 1) One-third of the forum participants should be
interested in and capable of being the prime provider for all of the
services in either Group A or Group B or Group C, 2) One-third of the
forum participants should be interested in and capable of being the
prime provider for all of the services in Group A and Group B and Group
C. 3) One-third of the participants should be interested in and capable
of being the prime provider for at least one or more of any of the
services. The number of attendees will be limited to no more than 36
industry representatives due to the practicality of facilitating
interactive discussions among the attendees. Each company invited will
be permitted only one representative at the forum. Questions regarding
the industry forum may be addressed to the Pensacola Regionalization

in attending the industry forum should fax the following information
to (850) 452-9398 no later than 31 August 1998. Businesses will be
informed of their selection for participation by 10 September 1998.

the breadth of services to be provided, the annual business sales and
equal distribution across the A and B and C services groupings.
