Schriever Air Force Base (SAFB), formerly Falcon AFB, located 11 miles
east of Colorado Springs, Colorado, is planning to bypass its onsite
sanitary wastewater treatment plant and pipe its wastewater to an
offsite treatment plant. With this advertisement, a Request for
Information (RFI) is being solicited from utilities, contractors,
developers or other interested parties (hereinafter called the utility)
to provide service to SAFB for piping away from the base and treatment
of the sanitary wastewater from the base. All maintenance, operational
and future associated development costs would be borne by the utility.
Work involved would be the design and installation of a pipeline to a
regional wastewater treatment system operated and managed by the
private utility and independent from the Air Force. The piping system
and treatment facilities would be designed for a minimum 20-year
operating life. To meet current and projected needs, the system would
need to be designed for an initial flow of 200,000 gpd to 400,000 gpd
for the 20-year operating life. Some modifications of the existing
lagoons and collection system would be required on the base property to
provide storage capabilities in the event of an emergency and to
provide a pipeline from the existing wastewater treatment plant on
Schriever AFB to the off-base point of connection . This would allow
the wastewater to be delivered to the boundary fence, where it would
then be the responsibility of the selected utility to transport, treat
and dispose of the wastewater and provide maintenance of the pipeline
system. It is the desire of the Air Force to implement a regional
concept of wastewater treatment and at the same time comply with and
enhance environmental concepts to mutually benefit the area in eastern
El Paso County. With this advertisement, SAFB is requesting
information from utilities that would be interested in providing the
service of removing the sanitary wastewater from the base to a remote
location and treating it in compliance with state and federal
regulations. It is stipulated that the sanitary wastewater be piped
away from the base. In supplying information for this RFI, interested
parties should submit a brief letter addressing the issues listed below
and other information they deem pertinent. The RFI shall include, but
not be limited to: A statement of interest and qualifications to
provide the service outlined above. Provide technical, operational,
financial and bonding capacity of your company. This information shall
be related to the ability of the utility to provide this service over
a minimum 20-year period for present and future sanitary wastewater
hydraulic and organic loads. Possible solutions to the transportation,
treatment and disposal of the sanitary wastewater. Possible
alternatives for funding the project from the utility's viewpoint. An
outline of the technical expertise the utility has in the design,
construction, operation and maintenance of piping and treating
wastewater. Ideas and concepts for contingency plans to accommodate
wastewater flow if the piping or treatment systems have to be shut down
for repairs or maintenance. A Statement to the experience level in
working with the Colorado Department of Public Health and Environment
(CDPHE) and the EPA in assuring compliance with controlling
regulations. This acquisition will be issued as unrestricted. Standard
Industrial Code 1623 applies, with a size standard of $17 million
