Houghton, Contracting Officer, 309-681-6616 The US Department of Agriculture, Agricultural Research Service (ARS), Midwest Area (MWA), National Animal Disease Center (NADC), in Ames Iowa has the requirement for animal feed for maintaining animals for research purposes for the period of one year (October 1, 1998 thru September 30, 1999). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-8-3095 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. This solicitation is unrestricted -- available for full and open competition. Any interested offeror may submit a proposal. Standard Industrial Classification Code: 5199, Size Standard: 100. Contract Line Item No. (CLIN) 0001 Cow and Calf Ration, pellets, bag, Estimated 75 tons; CLIN 0002 Complete Ruminant Ration, pellets, bulk, Estimated 260 tons; CLIN 0003 Complete Ruminant Ration, pellets, bag, Estimated 105 tons; CLIN 0004 Swine Developer and Gestation, pellets, bag, Estimated 65 tons; CLIN 0005 Complete Horse Ration, pellets, bag, Estimated 20 Tons; 0006 Sheep Feed, bag, Estimated 60 Tons. 0007 Turkey Breeder, bag, Estimated 14 tons; 0008 Turkey Starter, bag, Estimated 8 tons; 0009 Chick Starter, bag, Estimated 13 tons. Specifications: Chick Starter/Grower Ration -- Pelleted: Formulated to meet the nutrient requirements for meat-type chickens being started and grown for market as specified in Nutrient Requirements of Poultry revised 1994. Sheep Feed -- Breeder/Lactation -- Pelleted: Formulated to meet the nutrient requirements for large sized sheep, 70-90 kg body weight, for maintenance, pregnancy, and lactation as specified in Nutrient Requirements of Sheep revised 1985. Swine Feed—Growing/Finishing -- Pelleted: Formulated to meet the nutrient requirements of growing/finishing swine, 30-120 kg body weight, as specified in Nutrient Requirements of Swine revised 1998. Horse Feed Complete: Formulated to meet the nutrient requirements for 900 kg mature horses as specified in Nutrient Requirements of Horses revised 1989. Turkey Breeder Ration -- Pelleted: Formulated to meet the nutrient requirements for turkeys reared for reproductive purposes as specified in Nutrient Requirements of Poultry revised 1994. Turkey Starter/Grower Ration -- Pelleted: Formulated to meet the nutrient requirements for medium sized turkeys reared to market weight as specified in Nutrient Requirements of Poultry revised 1994. Beef Feed -- Growing/Finishing -- Pelleted: Formulated to meet the nutrient requirements for large-frame steer calves, compensating medium frame yearling steers and medium-frame bulls, 250 kg to 450 kg body weight, as specified in Nutrient Requirements of Beef Cattle revised 7th edition. Complete Ruminant Ration -- Pelleted: Formulated to meet the nutrient requirements for mature 450 kg to 550 kg cattle housed indoors and without access to supplemental hay, straw, or other roughage sources. Nutrient requirements to meet those specified in Nutrient Requirements of Beef Cattle revised 7th edition. All feeds shall be free of additives such as hormones, antibiotics, chemical growth promotants, and animal products or by-products. Containers: Individual bagged and/or granular materials shall not exceed a net weight of 50 to 80 pounds. They shall be loaded on returnable or disposable pallets so that feed can be unloaded by a forklift at the Government Installation. If returnable pallets are used, they shall be provided at no additional cost to the Government and the Contractor shall be responsible for pick-up and return of these pallets after delivery upon coordination with the Contracting Officer's Representative. Because of research and changes in the numbers of animals on site, limited storage space, and the fact that the feed is dated, a minimum order quantity cannot be guaranteed at the time of each delivery request. Inspection and Acceptance at Destination will take place within five (5) working days after the feed is delivered. The contractor shall assure that the material conforms to the specifications in the contract prior to delivery. Upon delivery, at destination, the Government reserves the right to reject any or all parts of a shipment, if any part, in the opinion of the Contracting Officer's Representative (COR), that does not meet the requirements contained herein. FAR 52.211-16, Variation of Quantity, (Apr 1984) applies to this contract. The allowable variation is limited to 25% increase or %25 percent decrease applying to each estimated quantity specified. Deliveries shall be made to: USDA, ARS, MWA, NADC, 2300 Dayton Avenue, Building No. 13, Ames, IA 50010. Deliveries shall be made during normal business hours of 8:00 am through 3:30 p.m., (CST) Monday through Friday, excluding Federal Holidays. The government requires delivery to be made of each line item, in the quantity ordered within two (2) working days of placement of the order, either verbally or in writing. The contractor shall be prepared to deliver by October 1, 1998. The contractor shall make deliveries only after receipt of an order. Persons authorized to place calls against the resultant contract will be provided to the Contractor at time of award. The government reserves the right to inspect the Contractor's facilities where the feed is being manufactured before the contract is consummated to ensure that all requirements and specifications of the contract can be met. Split Awards may be made. The resultant contract will be FOB Destination. Proposals will be evaluated on price, price related factors, and past performance. Offeror shall include with their proposal a listing of major feedstuffs included in the feed for each line item; a nutrient guaranteed analysis including vitamins and minerals; and a certification that the feed meets or exceeds the specified requirements. Offeror shall also provide a list of references or other contracts held to include dollar value, date of contract, point of contact within the contracting activity and phone number of the point of contact.
