No. 227363 dated 23 July 1998, issued as a Request for Proposal. The
Marine Corps Systems Command has changed its quantity requirement for
the life jackets from 1,901 to 3, 446 units and is seeking qualified
small businesses which may be able to satisfy this effort. As a result
of the changes, a combined synopsis/solicitation for commercial items
has been prepared in accordance with Subpart 12.6, as supplemented
with additional information included in this notice. . This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
M67854-98-R-2129 is being reissued as a Request for Proposal. This
solicitation document incorporates Provisions and Clauses that are in
effect through Federal Acquisition Circular #97-05. In accordance with
FAR Provison 52.212-2, the Government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the soliciation will be most advantageous to the
Government, price, ability to meet product specifications and time to
delivery considered. This procurement is 100% set-aside for Small
Business and the Standard Industrial Classification Code (SIC) is 3842.
The size standard is 500 employees. . Contract line items are as
follows: CLIN 0001: 3,446/each Stearns' Type I Life Vest (p/n 6000
Merchant Mate) with the following specifications: offshore O.D. green,
double stitched seams, USCG special purpose type 5 approved for
military use, hinged back panel, encircling body belt, heavy-duty 210
Denier nylon shell and lining, 62 square inch (400 square centimeters)
of SOLAS-grade reflective panels, and two chest adjusters for
improving flotation angle. The vest must also have: at least 22lbs of
buoyancy, be adjustable to accommodate all body sizes, have straps with
fasteners that will remain fastened during rough water conditons, allow
weareres access to magazines, canteens, butt-packs and first aid kits,
and be able to turn most wearers face-up, even if they are
unconscious. Because the vest will be used by the Marine Corps during
all open water transits in small boats, it must also meet all other
requirements for a Type I life vest, as prescribed by the US Coast
Guard in the 33d code of Federal Regulations, sub-chapter S. . Delivery
of the 3.446 life vests by 01 January 1999 is as follows: 80 life vests
