This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (RFP); proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. The standard industrial classification is 2721 and the business size standard is 500 employees. This is an unrestricted procurement. The USDA ARS NCAUR has a requirement for subscriptions to scientific journals. The Government intends to award an Indefinite Quantity Contract for scientific journal subscriptions for a base and two option years. A sample list of publishers/journals is incorporated for review. The government will issue delivery orders for the journal subscriptions required each year to the successful offeror. Annual estimated subscriptionsare $320,000. The vendor responding to this acquisition should provide the following: A price quote on company letterhead for the requested items, stating firm-fixed fee/discount percentage for each performance period, F.O.B., prompt payment terms, remittance address, past performance information to include a minimum of four recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone and fax numbers, addresses and other relevant information), and a completed copy of FAR clause 52.212-3, Offeror Representations and Certifications Commercial Items (JAN 1997). Provision FAR 52.212-2(a), Evaluation Commercial Items (OCT 1997) is included and states: "The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: quality of service, past performance on similar contracts, and price/price-related factors, with quality and past performance being first in importance."
