The U.S. Army Communications Electronics Command (CECOM) is planning the release of a Request For Proposal (RFP) for the procurement of the Long Life Cooler, Cryogenic, One Watt Linear (OWL). The total basic quantity will be 464 HTI units and 97 ITAS units. Total option quantities are projected to be approximately 5000 units.. The OWL shall meet the requirements of performance specification PRF-A3165823, dated 09 October 1996. The proposed procurement will result in a Full and Open Competion with up to two Firm-Fixed Price awards. Best Value will be used. This procurement will be a base year with up to four one year options. Successful completion of First Article Testing or Qualification Testing is required prior to Government acceptance of product.
