INSTALL AND REMOVE AID-TO-NAVIGATION (ATON) STRUCTURES AND ASSOCIATED
EQUIPMENT IN SAMOA, CA: DTCG88-98-B-623879. Only written requests for
solicitations will be accepted. Furnish all labor material and
equipment necessary to install and remove aid-to-navigation (ATON)
structures and associated equipment in Samoa, CA. Work includes the
following: (1) Install a new Humboldt Bay Approach Front Range
structure (LLNR 8140) consisting of a three pile steel structure as
shown in drawing. The front range light and rear range light should be
aligned at 105 Degrees True. The alignment should be verified to
ensure the new front range is in-line with the existing rear range and
channel. (2) Demolish and remove the two existing Range structures
(LLNR 8140) including concrete foundations. Remove the range board
structure and the light structure. Remove these structures when new
front range and each hut and concrete foundation are deemed
operational. (3) Install one (1) 8 foot by 10 foot government furnished
fiberglass communications hut at the location. Furnish and install the
associated foundation including a 4 inch deep crushed aggregate
subgrade layer. Anchor the hut to the foundation as shown in drawings
and described in the specifications. (4) Disconnect the rear range 8
foot by 10 foot hut from its foundation. Demolish and remove existing
foundation. Relocate hut to the location shown on drawings. Furnish and
install the associated foundation including a 4 inch deep crushed
aggregate subgrade layer. Anchor the hut to the foundation as shown in
drawings and described in the specifications. Rear range hut to be
relocated when electrical feeders are installed and the new foundation
has been poured and set. (5). Remove fog signal, light, cameras,
camera transmitters, dayboard, and associated mounts from the existing
front structure and mount on the new front structure in accordance
with drawings. Remove equipment from the existing structure when new
structure has been erected. Contractor shall fabricate a new light
stand accordance with Drawings. Electrical connections shall be
performed by Aids-to-Navigation Team (ANT) Humboldt Bay. The government
furnished range dayboard shall be mounted on the new structure by the
Contractor. (6) Install a rigid rail type safety climbing device on the
ladder side of the new three pile structure. The safety climbing device
shall extend on the climbing ladder three (3) feet above the working
platform and conform to the standards set forth in the spec. (7) A
geodetic survey with minimum accuracy level of third order, class 1
shall be performed and a report prepared for the new front range
structure. (8) Dig a 1 foot wide 2 feet deep trench as shown on the
drawings. Trenching shall be done with a ditch witch. Total trenching
distance required is approximately 500 feet. (9)Install conduit and
feeders and make electrical connections as shown on the attached
drawings. Provide electrical wiring to range light, sound signal,
cameras, camera transmitters, and other electrical equipment associated
with the front and rear ranges. All connections shall be made by ANT
Humboldt Bay. (10) Remove all exposed submarine cable. Cut cable so
that cable ends are buried a minimum of 12 inches underground. All
non-exposed cable shall be left in place. Drawings and specifications
can be purchased on a first come, first served basis, at the rate of
$15. Requests will be accepted by mail only, and must include payment
in the applicable amount by Cashier's Check or Money Order, made
payable to the U.S. Coast Guard. Personal and Business Checks will not

Issue Clerk. NO EXPRESS MAIL PROCEDURES WILL BE UTILIZED ON MAILINGS
OF PLANS AND SPECIFICATIONS. No refunds will be made and materials need
not be returned. If project is cancelled or no award is made, cost of
plans and specifications will be refunded only on written request.
Estimated Range is $25,000 and $100,000. The performance period is 60
calendar days after receipt of Notice to Proceed. The procurement is
subject to the Small Business Competitiveness Demonstration Program and
is open to large and small business participation. The applicable SIC
code is 1629. Small business size standard is $17.0 million. THIS IS AN
UNRESTRICTED ACQUISITION BEING SOLICITED AND ALL RESPONSIBLE SOURCES
ARE ENCOURAGED TO RESPOND. For minority, women, and disadvantaged
business enterprises: The Department of Transportation (DOT Office of
Small and Disadvantage Business Utilization) has programs to assist
minority, women owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing.
Anticipated bid issue date is 26 August 1998, with bid opening date 30
