The United States Coast Guard intends to solicit offers pursuant to FAR Part 15 _Contracting by Negotiation_ for _Preseparation Seminars_ for separating and retiring United States Coast Guard military personnel. The contract type will be Firm-Fixed-Price, Indefinite Delivery, Indefinite Quantity (FFP, IDIQ), and the minimum guarantee will be $50,000. The period of performance will consist of one base year and four 1-year options to extend the term of the contract. Preseparation Seminars are being solicited for the following _target audiences_: (1) Seminar A_enlisted and officer ranks with between 4 and 10 years total military service; Seminar B_enlisted and officer ranks with between 11 years and 19 years total military service; and (3) Seminar C_enlisted and officer ranks with 20 or more years total military service. Possible places of performance for Seminars A, B, and/or C include: Washington, DC; Boston, MA; St. Louis, MO; Portsmouth, VA; Miami, FL; New Orleans, LA; Cleveland, OH; San Pedro, CA; Alameda, CA; Seattle, WA; Honolulu, HI; Juneau, AK; and Kodiak, AK. If all options to extend the term of the contract are exercised, the Coast Guard may order not more than 218 Seminars A, 60 Seminars B, and 187 Seminars C over the life of the contract(s), with a maximum of 50 Coast Guard military personnel and/or their spouses attending each Seminar. The Contractor(s) will also be required to provide a maximum of two (2) hours of _follow-up_ counseling services for each Seminar military attendee related to topics covered in the Preseparation Seminar which they previously attended. This solicitation will be conducted as a small business set-aside and will utilize Standard Industrial Classification (SIC) Code 7389; however, each Contractor may subcontract up to 50% of the cost of contract performance of Seminars A, B and C to other businesses (small businesses, women-owned small businesses, small disadvantaged businesses, and/or large businesses). Evaluation of proposals will utilize the greatest value _Tradeoffprocess_ discussed at FAR 15.101-1. The Coast Guard will award a contract to the one or two Offerors whose proposal(s) represent the greatest value to the Coast Guard in terms of technical excellence and evaluated price. Technical excellence will be significantly more important than price.
