Officer, (312) 886-8581 The Chicago Regional Support Office (CRSO) is
interested in acquiring the services of a small business to conduct two
marketing workshops at the Chicago Regional Support Office for CRSO
personnel and staff from the eight State Energy Offices within CRSO's
region. Each of these workshops should be no longer than two days in
length. The first workshop, to be held no later than February 26, 1999,
shall provide attendees with an analytical overview of a select number
of real-life marketing and promotional efforts, with examples taken
from the CRSO region (what has worked, what has not, what came close
and why). Other topics to be covered by the first workshop should
include, but not be limited to: an overview on how to conduct public
sector market research, how to develop in-house marketing skills,
budgeting and resource allocation for marketing and promotional
success, evaluating marketing and promotional accomplishments, creating
clear concise marketing messages, what marketing media works best for
what audience, the value of "branding", and how to do it effectively,
how to maintain your identity when marketing the services of others,
how to identify what kinds of marketing efforts can be effective when
regionally coordinated, and what is better left to individual state
efforts. The second workshop will be a follow-on to the first, and is
to be conducted no later than August 31, 1999. The focus will be on
examining the effectiveness of marketing efforts conducted by the CRSO
and/or the State Energy Offices in light of the ongoing assistance
effort. Are techniques and message being effectively refined? How are
we doing at measuring our effectiveness? What is working, what further
refinement is necessary? The contractor will also prepare a workbook,
which will serve as a comprehensive resource on the techniques for
marketing energy efficiency and renewable energy as well as a resource
guide on where to obtain additional assistance with things such as
publication and web-site design, green marketing concepts and
practices. This workbook should be printed in black and white,
double-sided on standard 8 1/2" x 11" size paper and should be bound in
a 1" loose-leaf three ring binder. The contractor will be required to
deliver 40 copies of the workbook, 20 copies of a print ready version
on CD, and a file version that can readily be made part of the CRSO
web-page in a downloadable format, such as Adobe. A draft of the
workbook will be provided to CRSO by January 29, 1999. All copies of
the approved document must be finalized and reproduced no later than
May 31, 1999. In addition to the above, the contractor will be required
to provide up to 200 hours of consultative assistance, as requested by
CRSO, pertaining to region wide or state specific outreach, education,
and/or information issues, strategies and/or materials. The contractor
will work with CRSO to help develop a regional approach to American
Energy Month (October 1999). A draft concept will be required to be
submitted to CRSO no later than March 31, 1999, to be finalized no
later than April 30, 1999. The contracting office will accept requests
for solicitation via facsimile machine, 312/886-8561. All responsible
small businesses may submit a written quotation which, if received
timely, will be considered by the agency. Simplified Acquisition
Procedures will be utilized for this purchase. Award is anticipated to
