(MARCORSYSCOM) intends to negotiate a sole source contract with FATS,
Inc. of Suwanee, GA to conduct the Contractor Logistics Support (CLS)
for Marine Corps, Marine Corps Reserve, and Army National Guard's
Indoor Simulated Marksmanship Trainers (ISMT) and Infantry Squad
Trainers (IST) for a base year and four option years. The maintenance
concept for the ISMT/IST is based on two levels of maintenance,
organizational and depot. The CLS shall consist of program management,
depot operations, spares management, engineering support services,
integrated logistic support services, and sustainment/refresher
training. The CLS requirement was originally synopsized in the Commerce
Business Daily (CBD) on 19 December 1995. MARCORSYSCOM's letter dated
14 March 1996 offered potential offerors the opportunity to receive a
copy of the Government owned Contract Maintenance Data for solicitation
M67854-96-R-2019. A Request for Information (RFI) questionnaire, dated
24 June 1996, was forwarded to all interested potential offerors.
MARCORSYSCOM was uncertain if the Government owned drawing package was
sufficient to conduct a full and open competition. Therefore, the
Government requested interested offerors to supply information on
whether their company could provide CLS with the information that was
provided to them. Based on this feedback, the Government concluded that
the data package was insufficient for parties other than the Original
Equipment Manufacturer (OEM), FATS, to provide CLS support at that
time. Since then, the OEM FATS has updated and corrected the depot
maintenance manual, and other technical reprocurement data sent out
under the previous CLS contract. However, these changes did not contain
sufficient information needed to perform component level repairs within
circuit cards and electronic assemblies. The original contract did not
state for the OEM to provide that data to the government; therefore,
a source other than the OEM still will not be able to effectively
perform certain repairs to critical components and system software. The
Marine Corps projects to begin upgrading the ISMT/ISTs in Year 2000.
The intention is to have systems that have digital graphics and are
High Level Architecture (HLA) compliant in accordance with the DoD
Modeling and Simulation Master Plan (DoD 5000.59-P, dated October
1995). This should eliminate proprietary data within the computer
portion of the ISMT/ISTs. The objective of this upgrade is to use
little or no proprietary data; to include a design replacement for the
weapon interface cards and procure complete production level data of
any cards. This upgrade is intended to be a full and open competition.
No RFP is available for competitive bidding on the CLS; however,
interested parties are encouraged to submit a statement of capability
by no later than close of business on 24 AUG 98 to the Contact Person
