Management (BLM) at the National Interagency Fire Center (NIFC) has
recognized the value and need to provide communications to field
locations using video conference technology. The value is in the form
of timely and cost effective delivery. The need could range from an
information presentation by national level personnel to wildland fire
training. This is a combined synopsis/solicitation for satellite
uplink/downlink services to transmit/receive interactive instructional
television programming and to transmit/receive public information
programming. The service is needed to deliver programming to multiple
sites simultaneously and provide the capability for interaction between
sites. interaction between sites would be accomplished by voice, video,
or data transmission. The requirement also exists to provide NIFC
Instructional Development staff with assistance as needed to design and
develop high quality interactive instructional television programming.
To be cost effective and to enhance the management of logistics, this
service must be accessible within a 20 mile radius of NIFC, located in
Boise, Idaho. This solicitation is prepared in accordance with the
format in subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; no written solicitation will be issued. A firm
fixed-price quote under Request for Quotes (RFQ) solicitation number
R220Q980021 is being requested. It is anticipated the requirement will
not exceed the Simplified Acquisition Threshold. This solicitation
document incorporates provisions and clauses in effect through Federal
Acquisition Circular #97-04. This procurement is made on an
unrestricted basis. The SIC code for this procurement is 4841 Cable and
Other Pay Television Services with a small business size standard of
$7.5 million averaged for the past three fiscal years. This requirement
shall cover the period from contract award through September 30, 1999
with one (1) one-year renewal option through September 30, 2000 pending
satisfactory service and availability of funds. Should the Government
decide to terminate the agreement, a written notification shall be made
30 days prior to the effective date of such termination. The contractor
shall provide: 1) the facility, staging, equipment and support
personnel required to produce live instructional or public information
format television programming; 2) C-Band satellite uplink/downlink
services to transmit/receive live interactive television programming;
3) coordination of satellite transponder connection; 4) personnel to
assist with interactive instructional television program design; 5)
personnel to train "on camera" talent; 6) production personnel to
direct the live broadcast of instructional programming; 7) personnel to
manage production site logistics and coordination; 8) personnel to
train remote site coordinators; 9) test broadcast and technical
assistance to remote receive sites to ensure remote site capability to
view programming; 10) the capability to interact with the remote sites
by means of multiple fax and multiple telephone lines; 11) teleprompter
and teleprompter operator; 12) lighting and lighting personnel support;
13) graphics and graphic support personnel; 14) audio support equipment
and personnel; 15) television engineering support; 16) a facility to
rehearse instructional programming; 17) videotaped recordings of the
live broadcast; 18) the capability to display pre-developed computer
based visual aids such as power point programs; 19) the capability to
broadcast pre-recorded video programs; 20) participation in evaluation
of broadcast events; 21) the capability to transmit/receive video and
audio information between two or more sites using compressed video
technology via telephone lines. The Department of the Interior (DIAR)
provision at 1452.212-01, Instructions to Offerors -- Commercial Items
(Oct 1995)(Deviation), applies to this acquisition. Under this
provision, insert "...FAR 19.102..." in the first blank, insert
"...SF-18..." in the second blank, and insert "...SF-18..." in the
