Contracting officer, 202-776-8720;FAX202-776-8775 The INL Bureau is
requesting offers from vendors for some Hot Climate Kits; at least 22
each. These Kits contain various items which are used for purposes of
survival in the field in Peru. This is a solicitation and a small
business setaside. VENDORS SHOULD RESPOND WITH QUOTES BY CLOSE OF
BUSINESS ON 9/11/98. A list of items along with their national stock
numbers (NSN's) will be faxed out to vendors at their request. Please
call or fax the Contracting Officer, Ruth Porter and request a copy of
this list. Also the Offerors are required to submit a certification
(FAR 52.212-3) that they are indeed a small business. If Offerors do
not have a copy of this document, call or fax the Contracting Officer
immediately and request a copy. The Government will make an award to
the responsible vendor whose offer conforms to the technical
requirements and is most advantageous to the Government, i.e. that
which represents best value to the Government, cost or price and other
factors including time period required for delivery considered. The
combined relative merit of the technical evaluation factors listed
above will be more significant than cost or price in the selection of
the contractor. While the cost or price factor has no numerical weight,
it is a criterion in the overall evaluation of offers. The proposed
cost or price must be considered reasonable and must reflect the
proposed technical requirements for the items. THE GOVERNMENT MAY AWARD
A CONTRACT TO OTHER THAN THE LOWEST PRICED OFFER. IN THE EVENT THAT TWO
OR MORE OFFERS ARE CONSIDERED TECHNICALLY EQUIVALENT, THE EVALUATED
COST OR PRICE AND DELIVERY TIME WILL BE OF PRIMARY IMPORTANCE IN
DETERMINING THE OFFER MOST ADVANTAGEOUS TO THE GOVERNMENT. FOR ANSWERS
