The Bureau of Land Management has a requirement to purchase 2" and
2.5" PVC pipe to be delivered to two separate locations as stated
below. This is a combined Synopsis/Solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This solicitation is issued
as a request for quotation (RFQ), number 1422D910Q980040. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-06. This solicitation
is set- aside for small business under standard industrial
classification code 3084. The small business size standard for a
concern which submits an offer in its own name, other than on a
construction or service contract, but which proposes to furnish a
product which it did not itself manufacture, is 500 employees.
REFERENCES: Referenced Specifications/Standards with Abbreviations
and/or Acronyms: Wherever the following acronyms are used in these
specifications or on the drawings, they are to be construed the same as
the respective expressions represented. Copies of the referenced
specifications/standards referred to herein may be procured by the
Contractor, from the following: American Society for Testing and
Materials, 100 Barr Harbor Dr., West Conshohocken, PA 19428-2959
QUALITY ASSURANCE: (A) Codes and Standards: The work shall comply with
codes and standards applicable to each type of work and as listed in
the individual sections of these specifications. This Contract
incorporates materials, applications, and tests by reference, with the
same force and effect as when they were given in full text. (B)
Conflict: Where a conflict occurs between reference documents and
project specifications, the project specifications shall govern.
DELIVERY, STORAGE, AND HANDLING: (A) Delivery: Protect products
incorporated into the work from damage while in transit to the site.
(B) Storage: Provide temporary storage facilities for products. Storage
shall comply with the manufacturer's instructions. The storage area
shall permit access for inspection and handling. (C) Handling: Load and
unload products protecting them from damage. REQUIREMENTS: (A) All pipe
shall be in full compliance with these specifications. WARRANTY: (A)
Requirements: Materials and equipment furnished under this Contract
shall be covered by the most favorable commercial warranties given to
customers for such materials or equipment. The rights or remedies
provided herein are in addition to and do not limit rights afforded to
the Government by other clauses of this Contract. With respect to
warranties, expressed or implied, from manufacturers or suppliers for
materials or equipment furnished under the Contract the Contractor
shall: (1) Obtain warranties that would be given in normal commercial
practices. (2) Require warranties to be executed, in writing, for the
benefit of theGovernment. (3) Submit warranties to the Contracting
Officer prior to the final inspection. METHOD OF MEASUREMENT: (A)
Units: The work described in this section will be measured for payment
on a lump sum basis including the cost of transportation to the
designated destination. REFERENCES: (A) American Society for Testing
and Materials: ASTM D 2122-95, Determining Dimensions of Thermoplastic
Pipe and Fittings; ASTM D 2241-96a, Poly (Vinyl Chloride) (PVC)
Pressure-Rated Pipe (SDR Series). MATERIALS: (A) Pipe: Plastic pipe and
fittings shall conform to all specifications. (B) Pipe Description and
Quantity: Pipe shall be in conformance with Section 01009 of the
specifications. PIPE REQUIREMENTS: (A) Dimensions: Spigot end of pipe
will be beveled 1.5 inches in length from end of pipe, and beveled to
2/3 the thickness of the pipe. PRODUCT DATA: (A) Pipe Data: All
"Product Analysis Information and Data" shall be delivered with pipe to
the designated location. (B) Insertion: Correct depth of pipe insertion
into bellend of pipe will be clearly marked with indelible marker
around each spigot end. DELIVERY: (A) Lengths of similar sizes and
classes of pipe shall be bundled and transported as a unit. In no case
shall varying sizes or classes of pipe be bundled together for
transportation or storage. (B) All pipe shall be delivered to a
prearranged destination by the supplier. ITEMS REQUESTED: The contract
line number is: Item #1, 2" PVC Pipe at 160 psi, 30,640 Feet; Item #2,
2" PVC Pipe at 160 psi, 34,000 Feet; Item #3, 2.5" PVC Pipe at 160 psi,
30,000 Feet. DELIVERY: The required delivery date is September 23,
1998. The delivery locations are as follows: Item #1 will be delivered
to : Exit 121 on Interstate 84, Glenns Ferry, Idaho. Items #2 and 3
will be delivered to: USDI, BLM, Boise District Warehouse, 1962
Commerce Avenue, Boise, ID 83705. The FOB point is Destination. The
provision at 52.212-1, Instructions to Offerors-Commercial is
applicable. The provision at 52,212-2, Evaluation-Commercial Items is
applicable, and the following shall be included in paragraph (a) of
this provision. Quotes will be evaluated on past performance and price
listed in descending order of importance. Past performance will be
based on the Contracting Officer's knowledge, contacting provided
references, and other reasonable sources. Offerors shall include a
completed copy of the provisions at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause
52.212-4, Contract Terms and Conditions-Commercial Items, is
applicable. The clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items, is
applicable, and the following additional FAR clauses cited in the
clause are applicable: 52.211-5, 52.213-4, 52.219-14. Offers are due at
the above office by close of business August 21, 1998. For additional
