synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice.This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number for this
Request for Proposal is DABT59-98-R-0022. This is an unfunded project
SUBJECT TO AVAILABILITY OF YEAR END FUNDS. If funds become available
award will be made on or before 30 September 1998. This solicitation
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 90-46. This solicitation is a 100%
small business set-aside. The Standard Industrial Classification Code
3537, Industrial Trucks, Tractors, Trailers, and Stackers and applies
to businesses with less than 750 employees. The Directorate of
Contracting, Fort Lee, VA has a requirement for CLIN 0001 (1 EA)
Versalift Truck, Model SHV-42 (Brand Name or Equal). Requirements: 1.
Gasoline Engine 2. Automatic Transmission 3. Air Conditioning 4. Lower
Boom Insert 5. Hydraulic Tool Power AT Bucket With Quick Connect. 6.
Emergency Hydraulic System 7. Electric Test Bands 8. Bucket Liner 9.
Single Stick Control. All offerors must submit brochures/specifications
of versalift truck being proposed. Substitutes offered must meet or
exceed all specifications of versalift model SHV-42. Truck is to be
delivered to Supply & Services Division, DOL, 7126 Warehouse Road, Fort
Lee, VA 23801, 90 days after receipt of contract. FAR 52.212-1,
Instructions to Offerors -- Commercial applies to this acquisition. FAR
52.212-2, Evaluation Commercial items applies. Evaluation criteria to
be included in paragraph (a) lowest technically acceptable offer.
Offerors are to include a completed copy of the provisions at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with its offer. FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, applies with the following addendum to paragraph (O)
Warranty -- The Government will accept the Manufacturers standard
commercial warranty. 52.247-34 F.O.B. Destination, 52.232-18

of Contract -- The Government contemplates award of a Firm Fixed Price

-- (a) The Government may award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, cost or price
and other factors considered. (b) The Government may (1) reject any or
all offers if such action is in the public interest (2) accept other
than the lowest offer, and (3) waive informalities and minor
irregulatities in offers received. (c) The Government may award a
contract on the basis of initial offers received, without discussions.
Therefore, each initial offer should contain the offeror's best terms
from a cost or price and technical standpoint. Offerors not in
possession of the above referenced clauses in full text may obtain them
