the District of Columbia plans to issue a Request for Proposal (RFP)
solicitation on August 6, 1998, to obtain proposals for the payment of
benefits to eligible recipients under certain categorical grant
programs such as Aid to Families with Dependent Children (AFDC), Food
Stamps and Foster Care. This will also include collecting delinquent
overpayment account balances, preparing and maintaining an audit trail
of funds collected and resolving collection complaints. The goal of
this solicitation is to identify one contractor to assist the
Department of Human Services in its efforts to collect overpayments of
entitlement payments -- -- -- -Qualification Requirements: The
District is seeking one highly qualified and experienced contractor(s)
who has a minimum of at least two years of collection and accounting
experience for entitlement programs in a given jurisdiction. The amount
of the contract award resulting from this solicitation shall be based
on a contingency fee, which is performance driven. For purposes of this
notice, jurisdiction is defined as any, city, municipality, state,
town, township, county, or governmental subdivision with authority to
contract for collection services. Please note that the District will
require any offeror to document the nature and quality of their
experience by providing references which will include but is not
limited to the name of the jurisdiction, contract number, Contract
Administrator and/or Contract Officer, performance data and amount
recovered. To assist in the awarding of a contract, the District may
invite each offeror who meets the minimum requirements to make an oral
presentation to an evaluation panel. Each presentation may be video
taped. After each presentation, there will be a designated time for
questions and answers with the evaluation panel. The evaluation panel
will be responsible for evaluation of an offeror=s experience, past
performance, understanding of the requirements, and capability to
perform the work. Additional information regarding the presentation
requirements and evaluation criteria may be found in the RFP. -- -- --
Release of the RFP is scheduled for August 6, 1998; this document
contains the District's service requirements, evaluation criteria,
special requirements and clauses, and certification requirements. -- --
