President, Office of National Drug Control Policy, requires the
services of a contractor to provide Conference Planning. This is a
synopsis for commercial items prepared in accordance with the format in
FAR Part 12, as supplemented with additional information included in
this notice. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-05
. The SIC Code is 8744 and the sized standard is $5.0M. This shall be
a indefinite quantity/task order type contract. Each task order will be
presented to awardee for specific pricing for duties associated with
each specific conference. First conference is scheduled for December
1998. Conferences could be local or within the United States.
Conferences can be for 50 -- 1500 participants. Period of performance
shall be for one year from date of award with four (4) one-year
options. Conference Planning will require three main areas:
pre-conference, on-site support, and, post-conference support.
Pre-Conference support to include conference development and
scheduling, discuss goals and objects, determine conference
products-ie, audio/visual, equipment, telephone svc's transcription
svc's, speaker support, writer for conference report/proceedings,
produce conference work plan, prepare budget, develop registration fee
and process registration, site selection and arrangements, catering
arrangements, invitations and announcements, pre-conference packets and
mailings, pre-pare conference binders, travel and lodging arrangements,
shipping of materials for conferences out of local area, photographer,
displays and signage-ie, tent cards, banners, name badges,
videographer, and, conference briefing books for government staff.
On-Site support shall include supervise any subcontractors, hold
pre-conference meeting w/hotel staff, registration, produce
registration materials-able to make additional copies as needed,
meeting/meal/breakout rooms-ie, room seating arrangements, a/v
requirements, back-up equipment, sound system check, room inspections,
and signage placement. Post-Conference support shall include
conference payments and reimbursements, conference evaluation, produce
on disk administrative records and prepare conference
report/proceedings for printing attaching charts, graphs and photos.
The provisions at 52.212-1, Instructions to Offerors-Commercial Items
apply to this acquisition with the following addendum: written offerors
shall include information on past performance, capability to provide
services with qualified meeting planner, and turn around time. The
provisions at 52.212-3, Offeror Representations and
Certifications-Commercial Items, apply to this acquisition. Offeror
shall include a completed coy of 52.212-3, Offeror Representations and
Certifications-Commercial Items, and Contractor Establishment Code
(CEC) no. with its offer. FAR Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. FAR Clause
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders-Commercial Items, applies to this acquisition and
the following clauses under paragraph (b) apply: 52.203-10 Price or Fee
Adjustment for Illegal or Improper Activity; 52.219-8, Utilization of
Small Business Concerns and Small Disadvantage Business Concerns;
52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity,
52.222-35 Affirmative Action for Special Disabled and Vietnam Era
Veterans, 52.222-36. Affirmative Action of Handicapped Workers,
52.222-37 Employment Report on Special Disabled Veterans and Veterans
of the Vietnam Era. Any contract awarded as a result of this RFP will
contain a clause prohibiting the contractor from referring to this
contract in commercial advertising or similar promotions in such a
manner as to state or imply that services provided are endorsed or
preferred by the White House, Executive Office of the President, or any
other element of the Federal Government or is considered by these
entities to be superior to other services. Solicitation No. EOPOA-98-17
