Det. Phila. intends to acquire through full and open competition, on
an unrestricted basis, the installation, validation testing,
operationalization, integration, maintenance and support of
Government-owned Video TeleTraining (VTT) System equipment into the
Chief of Naval Education and Training's Electronic Schoolhouse Network
(CESN), for the Bureau of Medicine and Surgery (BUMED) VTT system. The
BUMED VTT system shall be an integral part of the CESN multi-point
network, capable of 384 Kbps data rate and provide real time, full
duplex video, audio, graphics, and training/conferencing among multiple
sites. This requirement is for a twelve month period, beginning 01 Oct
1998 or as soon as possible thereafter, and ending 30 Sep 1999. The
contractor will provide a full Video TeleTraining (VTT) system
capability for four specified locations including installing the
government furnished VTT hardware and software in a classroom
configuration, completing validation testing of that installation,
providing training and a warranty/maintenance support service. The
contractor is responsible for fully integrating the four individual VTT
site's operation into the CESN operation. The contractor shall
integrate the operation of Government-owned Television Receive Only
(TVRO) satellite dishes and classroom computer based training hardware
and software into the room configuration. The contractor shall install
government furnished VTEL 232LC roll-about hardware and software at the
four sites and three additional locations, completing validation
testing of those installations, provide training and
warranty/maintenance support service at those locations. The contractor
shall provide, as required, the ability and capability to up-grade
individual VTT site software at the same time and with the same
software up-grades as the up-grades that are made by the CESN network
so that CESN system-wide compatibility may be maintained. The
contractor will provide the following services: a) Provide operational
oversight; b) Provide installation, validation, training and complete
warranty/maintenance service on all hardware/software/equipment
specified in this SOW; c) Provide all necessary minor peripheral
equipment, technical support and maintenance of the system; d) Provide
(equipment operation/trouble shooting) technical training to
Government personnel; and e) Provide full time on-site VTT Facilitators
(beginning 01 Jan 1999). The system to be established will consist of
one (1) classroom at each of the following sites: Field Medical Service
School, Camp LeJeune, NC; Fleet Hospital Operations and Training
Command, Camp Pendleton, CA; Naval Hospital, Camp Pendleton, CA; and
Naval Hospital, Pensacola, FL. The VTEL 232LC sites are as follows:
Naval School of Health Sciences, Bethesda, MD; Naval School of Health
Sciences, Portsmouth, VA; Naval School of Health Sciences, San Diego
(Balboa), CA; Field Medical Service School, Camp LeJeune, NC; Fleet
Hospital Operations and Training Command, Camp Pendleton, CA; Naval
Hospital, Camp Pendleton, CA; and Naval Hospital, Pensacola, FL. In
addition the contractor shall provide the following personnel:
Facilitator (beginning 01 Jan 1999), and Electronics Technician. All
