Research Center of the U.S. Department of the Interior announces its
Fiscal Year 1999 Request for Proposals (RFP) for research and other
scientific activities in the Colorado River ecosystem. The Colorado
River ecosystem is defined as the Colorado River mainstem corridor and
interacting resources in associated riparian and terrace zones located
primarily from the forebay of Glen Canyon Dam to the western boundary
of Grand Canyon National Park, a distance of approximately 300 river
miles. The scope of the definition also includes limited areas of the
Little Colorado and Paria Rivers. The RFP solicits proposals for
activities related to biological resources associated with the Colorado
River ecosystem. In addition proposals are solicited for independent
scientists from a range of disciplines for membership on an independent
Scientific Advisory Board. Proposals must be received no later than
November 1, 1998. Awards made in response to this RFP are dependent
upon responsiveness of proposals, the quality of the proposed
scientific activity, the cost of the proposal, and other explicit
criteria outlined in the RFP. Awards will range in duration from 1 to
2 years. The approximate award amounts are listed in the RFP. Proposals
will be evaluated by qualified peer reviewers and program managers.
Peer reviewers are experts familiar with the technical aspects of the
field of study which the proposal addresses. Upon conclusion of
scientific peer review and contract review, meritorious proposals will
be awarded through appropriate instrument (e.g. grant, cooperative
agreement) by the Contracting Officer. It is anticipated that awards
will be made by December 31, 1998. The RFP may be downloaded from the
