synopsis/solicitation for commercial items prepared in accordance with
the format of FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, quotes are being requested and a written
solicitation will not be issued. This procurement is being issued as a
request for quotation (RFQ) # RFQ-RT-98-00647, the provisions and
clauses are those in effect through Federal Acquisition Circular (FAC)
97-07; and conducted under Simplified Acquisition Procedures on an
unrestricted basis. The following specifications are issued as Brand
Name or Equal (the term "or Equal" is not added to each item/component
description, but is instead stated here and applied to all items and
components discussed hereafter.) ITEMS: 1) Tekmar Purge and Trap
Concentrator (#14-300-000) with moisture control system, trap pressure
control and flow tuned tubing; 2) Teklink 3000 software instrument
control (14-TEKL-000); 3) Tekmar installationkit (14-5092-100); 4)
Precept II with robotic vial autosampler (soils) (14-PRE2-200); 5)
Installation Kit for Precept II (14-6679-086); 6) Reservoir Rinse Blank
Water Kit (14-6211-000); 7) Electronic Interface Cable for HP 5890 GC
(14-2991-000); 8) Installation and training. The following are the
minimum specifications for the unit. The unit must be an automated,
programmable, robotic system, capacity to hold up to 48 samples or more
with nominal volumes of 40 mL, capable of heating samples up to 85 C,
capable of cooling and maintaining to 4 C prior to analysis, capable of
handling soils, sludges, drinking water and wastewater, capable of
stirring solid samples, must meet requirements of SW-846 methods 5035
and 8240/8260, capable of dispensing volumes between 1 and 25 mL,
capable of automated additions of internal standards and
surrogate/matrix spikes to any sample position, capable of programmable
automatic dilution of samples, capable of adding blanks at any position
in an analytical run without vial positions (i.e., external reservoir
required), must come with compatible purge-and-trap concentrator,
controllable from a PC using WindowsTM based software, capable of
interfacing with GC or GC/MSD systems. If you are submitting an equal
product, please include with your quotation detailed specifications as
to what is being proposed. The vendor shall deliver all items FOB
Destination to the US EPA, 3201 Sunrise Avenue, Las Vegas, NV 89101.
Required delivery time is 4 weeks from award. Products offered under
the terms of a Federal Supply Schedule contract shall be so stated and
include the following as part of the quotation: contract number,
ordering instructions, copy of pertinent pages. The following FAR
provision apply: 52.212-1, Evaluation-Instructions to
Offerors-Commercial. All quoters are to include with their offers a
completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clauses apply to
this acquisition: 52.212-4, Contract Terms and
Conditions—Commercial Items, and 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. The following additional FAR clauses which are
cited in 52.212-5 are applicable to this acquisition: 52.222-26, Equal
Opportunity; 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped
Workers; 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era; 52.225-3, Buy American Act-Supplies. The
quoter shall provide their proposed delivery schedule, discount/payment
terms, warranty duration, taxpayer identification number (TIN), and be
signed by an authorized company representative. All quotes are due by
AUGUST 19, 1998, 4:30 p.m. EST. No telephonic or faxed requests will
