Federal Bureau of Prisons intends to award a non-personal service
contract to the qualified individual or business capable of providing
quality comprehensive education services to the inmate population
housed at the Federal Correctional Institution, Memphis, Tennessee.
Services include but are not limited to: providing instructional
service for courses in Adult Basic Education (ABE), General Educational
Development (GED), and Remedial Reading (RR) to a class of 15-20 adult
students, to include a curriculum of math, science, english writing,
social studies, and geography. Students shall be able to successfully
pass the ABLE testing at the 8.0 level. Remedial reading shall be
competency based. Contractors for the ABE and GED courses shall have a
four year, undergraduate teaching degree from an accredited college or
university and current teaching credentials or Masters Degree in
Education. Contractor for the remedial reading course shall have a four
year teaching degree with current credentials demonstrating
qualifications as a reading instructor or a special education
instructor for learning disabilities. Experience in the administration,
scoring and interpretation of the Woodcock Johnson-Revised test
instrument is required. The level of instruction is elementary or
junior high school, secondary level or high school. Knowledge or
experience of teaching in a correctional environment is preferred but
not required. There are an estimated 416 sessions, at 4 hours per
session. Work hours shall be Monday through Friday, 5:00 p.m. to 9:00
p.m., excluding federal holidays. The contract period will be for a
base year, not to exceed twelve months and four one year option
periods. This is a non-personal service not to exceed 30 hours per
week, and not a personnel appointment. This requirement is 100% set
aside for small business. The anticipated solicitation issue date is
August 18, 1998, with an anticipated quote due date of September 29,
1998. Anticipated date of contract effective date is February 25, 1998.
