The Virginia Contracting Activity, on behalf of the Office of the Inspector General, Department of Defense,(DoD,OIG), is seeking sources for personnel management support functions (i.e.,position classification/staffing, employee relations, employee training, career development, and personnel, physical, and information security). Services shall include, but are not limited to the following: 1) Full range of staffing and classification services to include recruitment efforts, qualifications analysis, rating and ranking candidates; 2) Provides advice and guidance to managers on staffing and classification issues; 3) Assesses position classification/position management. Prepares analyses and evaluation statements and justifications; 4) Identifies problems and provides alternatives and recommendations for accomplishing goals; and 5) Conducts research and analysis on complex and controversial issues. The Contractor shall have experience in personnel work, which requiredthe incumbent to advise on, supervise or provide technical guidance for work, which involves staffing, and classification. The Contractor shall have knowledge and skill in applying personnel staffing theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures to perform work assignments.
